Schedule: Due to the nature of law enforcement work and operation, position may require occasional support outside of core working hours, as well as intermittent weekend support, mission dependent. Telework will be authorized at the discretion of local USPIS management.

Job Summary:
Provides task-specific, program, and strategic support to the Postal Inspection Service National Headquarters Security Group, primarily supporting various National Security and Insider Threat Programs.
Essential Functions and Responsibilities:
- Open-source intelligence gathering and analysis based upon insider threat referrals for inquiry.
- Maintain detailed documentation of collection methods and sources
- Develop and refine search strategies to improve intelligence gathering efficiency
- Ensure all collection activities comply with legal and ethical guidelines
- Analyze collected data to identify potential insider threats or risk indicators
- Conduct digital footprint analyses of subjects of interest
- Assess pattern of life or behavior changes that may indicate increased risk
- Generate risk assessment reports based on findings after reviewing information from multiple sources
- Create analytical products supporting ongoing investigations to include link analysis charts and timeline visualizations
- Analysis of USPS user activity in response to insider threat referrals
- Prioritizing vulnerabilities, researching emerging risks to USPS, and providing recommendations for decision makers.
- Extensive liaison with USPS Corporate Information Security Office (CISO) personnel to coordinate the application of CISO holdings for Inspection Service needs.
- Open-source protective intelligence gathering and analysis in support of the USPIS Executive Protection mission.
- Open-source protective intelligence gathering and analysis in support of protecting USPS critical infrastructure.
- Intelligence information gathering and analysis of both classified and unclassified information related to industrial security.
- Review classified reporting from the Intelligence Community that would be of interest to USPS/USPIS, conducting analysis, and making appropriate notifications.
- Work with stakeholders to ensure that National Security and Insider Threat Programs operate in alignment with agency business and operational practices, to include employee onboarding, offboarding, policy alignment and creation/revision of BWC standard operating procedures.
- Develop and foster internal and external relationships to provide best possible programmatic support to agency personnel.
- Develop, track and adhere to timelines associated with programmatic goals and objectives.
- Develop executive summary and briefing materials. Communicate these products through various communication channels to agency personnel to include leadership.
- Support the Insider Threat and National Security programs with the development and implementation of training programs related to programmatic functions
- Be technically knowledgeable regarding agency systems, hardware, software and services.
- Coordinate with agency personnel the development, documentation, update, and implementation of program policies and procedures.
Minimum Qualifications & Skills:
- Bachelor's degree from an accredited college or university or demonstrated relevant work experience as required by assigned project or initiative. Substantial experience in national security, insider threat, and leveraging open-source information in furtherance of law enforcement or military missions is desired.
- Demonstrated knowledge and skills using open-source tools to gather and analyze information to assess potential risk to people, places, organizations, or operations of a government agency.
- Support the operational needs of national security, counterintelligence, insider threat, and protective intelligence programs within a government agency.
- Demonstrated knowledge and experience with federal cybersecurity and information security frameworks; specifically including identifying and mitigating internal risk.
- Ability to communicate orally and in writing at a level of proficiency sufficient to effectively convey technical or operational guidance and instruction to agency personnel.
- Exceptional interpersonal skills, ability to establish and maintain excellent working relationships with law enforcement personnel at all levels, peers, managers, other agencies, and external vendors.
- Ability to evaluate tools and products related to open-source collection and user activity monitoring, forecast information technology needs, and produce reports and briefings as needed.
- Ability to plan and carry out tasks and projects to completion within reasonable specified time frames without immediate supervision.
- Experience with complex data analysis and visualization tools.
- Familiarity with potential insider risk indicators, federal law enforcement procedures
- Excellent analytical and writing skills
- Ability to obtain and maintain Top Secret/SCI clearance

- Must be a U.S Citizen or Legal Permanent Resident.
- Favorable credit check for all cleared positions
- Successfully passing a background investigation including drug screening.
