Overview: Praescient Analytics is seeking an experienced Deputy Program Manager (Threat Analysis) to lead a team of analysts providing 24/7 proactive threat monitoring, vulnerability assessments, and strategic intelligence reporting for the DHS Office of Professional Responsibility (OPR). Responsibilities:
- Lead and Supervise: Manage a team of threat analysts supporting a 24/7 intelligence operations center, ensuring proper staffing, performance, and professional development.
- Threat Monitoring Operations: Oversee daily open-source, social media, and deep/dark web monitoring to identify threats, coordinate real-time situational awareness, and deliver Tier 1-3 threat reports to OPR by established deadlines.
- Surge Management: Direct team actions during elevated threat periods (e.g., protests, doxxing campaigns, insider risk events) and coordinate escalation protocols to ensure timely notification of imminent threats.
- Analytic Methodologies & SOPs: Develop and refine threat analysis standard operating procedures, quality control plans, and risk assessment frameworks to ensure consistent, high-quality intelligence production.
- Technology & Tools: Oversee and guide the team's use of Palantir, Analyst's Notebook, Babel Street, and other AI-enabled OSINT platforms to perform link analysis, geolocation, sentiment analysis, and digital forensics.
- Stakeholder Engagement: Serve as the primary point of contact for OPR leadership, ensuring alignment with mission objectives, compliance with privacy and security requirements, and continuous improvement of analytic outputs.
- Reporting & Quality Assurance: Ensure the timely production of daily, weekly, monthly, and ad hoc intelligence reports, complete with narrative summaries, statistical trend analysis, and visualizations (graphs, link charts).
Required Qualifications:
- 8+ years managing teams of threat analysts in a federal, law enforcement, or intelligence community environment.
- Proven leadership experience on a 24/7 watch floor or intelligence operations center.
- Demonstrated expertise in OSINT, social media exploitation, and threat actor network analysis.
- Hands-on experience with Palantir, Analyst's Notebook, and Babel Street (or equivalent platforms).
- Strong understanding of DHS privacy, information security, and reporting requirements.
- Exceptional written/oral communication skills for high-level briefings and operational reporting.
Preferred Qualifications:
- Prior DHS, DOJ, DoD, or IC mission support experience.
- Experience leading AI-driven monitoring programs using NLP, machine learning, and multilingual analysis.
- Familiarity with digital forensics techniques, deleted content recovery, and geospatial intelligence.
