Duties

DUTY 1: In conjunction with the MXG Senior Art/Commander plans, direct, organizes, manages, and provides oversight for activities in the Maintenance Group.

DUTY 2: Represents the Maintenance Group Commander at a variety of installation and functional area organizational meetings.

DUTY 3: Ensures effective operation of the aircraft maintenance complex.

DUTY 4: Accomplishes special staff studies, projects and initiatives resulting from legislative and regulatory changes, reengineering efforts, new technology, privatization, program/mission changes, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the planning, organizing, coordinating, directing, and controlling all activities and operations of the Maintenance Group. (To be creditable, specialized perceived must meet the above quality level requirements.)

OTHER SIGNIFICANT FACTS:
  • This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve
    requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies.
    The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some
    non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent may be required to fly
    in commercial or military aircraft for performance of TDY.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive and detailed knowledge of a variety of aircraft maintenance function to include inspection, repair, overaul and logistics.
2. Knowledge of mission requirements in all areas of aircraft maintenance.
3. Expert knowledge of a wide range of analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on substantive operating programs and policies.
4. Knowledge of operating programs throughout group to analyze, plan and adjust work operations of seveal organizational segments to meet program requirements and objectives within available resources; Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
5. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command; Knowledge of safety and security regulations, practices, and procedures.
6. Ability to recognize interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness; Ability to gain cooperation from others through tact, courtesy and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
