Duties

  • You will serve as the organizational database manager for the Defense Travel System (DTS).
  • You will serve as the NDEA Agent responsible for creating travel orders, making all travel arrangements, and processing all travel claims/ vouchers for all civilian and military personnel within the Command.
  • You will analyze, interpret, and apply extensive and complex laws, regulations, Comptroller General Decisions, Agency Directives, and command policies regarding civilian and military travel.
  • You will provide senior management with advice and guidance regarding travel laws, regulations, and policies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must be a US Citizen.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, section 1599d. This certification level must be achieved within prescribed timelines.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience serving as the Organizational Database Manager for the Defense Travel System (DTS), responsible for establishing and maintaining travel profiles for all civilian and military personnel within the command, while coordinating with the Navy Defense Travel Management Office to resolve system issues.
  • Experience as a National Defense Executive Assistant (NDEA), creating travel orders, arranging travel, processing claims and vouchers, and resolving complex, non-standard travel problems through extensive research and decision-making, including retroactive adjustments and coordination with SATO for reservations.
  • Experience analyzing and interpreting complex travel laws, regulations, Comptroller General decisions, agency directives, and command policies, conducting continual reviews to assess impacts on the command and ensuring compliance with evolving civilian and military travel requirements.
  • Experience conducting studies and audits of travel processes and procedures to ensure effective internal controls and efficient frameworks, advising senior management on travel laws and policies, and developing and disseminating travel policies through official instructions and informal communications.
  • Experience managing the Government Travel Charge Card (GTCC) program as the Agency Coordinator, overseeing charge reviews, delinquency management, training compliance, account activations, and coordination with financial institutions to ensure proper use and accountability of travel card expenses.
  • Experience serving as the Command Permanent Change of Station (PCS) Administrator and coordinator, issuing orders, reviewing claims, interpreting complex regulations, managing entitlements and reimbursements, and supporting military PCS moves using the GTCC while monitoring compliance and eligibility.
