Duties

  • Serves as analyst or lead on panels consisting of analysts and physician reviewing cases adjudicated by Military Departments' BCMRs to ensure consistency of treatment between Departments and time. Ensures panel members professionally conduct board operations so that applicants receive due process, fairness, equity, and justice in their appeal opportunity.
  • Serves as a senior analyst and reviewer on OSD Discharge Review Board, Air Force Review Boards Agency, Assistant Secretary of the Air Force, Manpower and Reserve Affairs. The mission of the OSD Discharge Review Board is to review the determination made by the Military Departments' BCMR/BCNRs, consisting of senior civilians and SES members, of the decision to deny request for upgrade of discharges that were not characterized as honorable.
  • In tandem with the Director MRB--, consults with and advises members of Congress, members of other Federal Agencies, representative of the Department of Defense, the Secretary and Assistance Secretaries of the Air Force, senior-level management officials, Military Department BCMRs board members on decision rendered in sensitive and complex cases.

  • Ad hoc teleworking as needed and required. The incumbent's duty location may be based on their permanent residence if they are approved to work remotely full-time (telework).
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a limited Area of Consideration (AOC) to Department of Air Force employees currently assigned to Air Force Personnel Center (AFPC).
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with the laws, Department of Defense Instructions, Military Departments' regulations, Department of Homeland Security guidance, and Department of Veterans Affairs instructions in relation to the adjudicative processing and final appeal process for individuals. Possess the ability to implement and integrate multiple DOD, DHS, and DVA adjudicative rule sets to secure a fair and equitable appeal board management construct that will be acceptable by senior-level representatives. Knowledge of military command structure, missions, programs, and organizational relationships of DoD, Military Departments, DHS, DVA plus a thorough knowledge of the disability evaluation system to be able to review the reassessment made by the Military Departments BCMRs consisting of senior civilians and SES members of the accuracy and fairness of the combined disability ratings assigned military members who were discharged as unfit for continued military service by Military Departments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Department of Defense, Department of Veterans Affairs, and Department of Homeland Security disability evaluation systems.
2. Mastery knowledge of senior-level adjudicative management concepts, principles, practices, and techniques in order to provide effective operations in final appeal board process.
3. Board management knowledge and practical understanding and application of theories, interpretations, and techniques that apply to board presentation, recommendations, and record of proceedings.
4. Ability to interact with senior-level representatives from the Department of Defense, Military Departments, other Federal agencies, congressional staffers, appellants, and their representatives. Ability to analyze problems, develop solutions, complete studies, and reports, and embed new process and methods.
5. Ability to learn and apply relevant laws, executive orders, regulations, policies, and concepts relating to adjudicative board management and staff operations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate harmoniously and effectively both orally and in writing; negotiate complex issues; and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
