Duties

  • You will manage information technology (IT) resource allocations to maintain operational efficiency.
  • You will align internal business practices with agency-wide regulations and policies.
  • You will advise employees on information technology (IT) program goals and objectives.
  • You will analyze contractor telecommunication proposals (e.g., additions, deletions, changes to systems) to direct or develop a plan specification.
  • You will advise command personnel on the identification of problems in various types of interactive communication transmission media (e.g., digital data, voice communication systems) to help resolve problems

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

FOR THIS POSITION INDIVIDUALS MUST HAVE IT-RELATED EXPERIENCE DEMONSTRATING EACH OF THE FOUR COMPETENCIES LISTED BELOW AND A YEAR OF SPECIALIZED EXPERIENCE:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Auditing security requirements for IT computer systems.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting customers in stalling applications.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting audit findings to management. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshooting post installation problems.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector 1) Applying technical IT oversight to requirements validation, base communication and IT project management. 2) Exercising staff direction to the development, modification, and application of Base Operating Support (BOS) to align with regional direction. 3) Performing financial management duties to include responsibility for budgeting, programming, execution and performance monitoring. 4)Overseeing the installation Software Application Portfolio to lead base wide studies pertinent to the application of higher authority database and/or application systems plans. 5)Coordinating the installation requirements with the appropriate Regional Program Manager for installation Spectrum requirements, Emergency Land Mobile Radio (ELMR) requirements, and Public Safety Network (PSNet) requirements.

Education

CONDITIONS OF EMPLOYMENT CONT

Work is primarily sedentary, in a typical office setting, although there may be some carrying of computer equipment required at times or manual work related to inventory reconciliation (due to the small staff at this location). The position has no office assistant support for maintaining files, instructions, manuals, (any type of office records in general). Additional (as a result of a limited staff), employee would be required to handle complicated data calls or tasking from higher headquarters / authority.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (802) and as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan (IDP) signed by both the employee and supervisor.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
