GENERAL DESCRIPTION
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
CLEARANCE REQUIREMENT
A Secret is required for this position; however, the contractor may begin work with an interim Secret security clearance.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.
DUTIES & RESPONSIBILITIES
MINIMUM QUALIFICATIONS
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to a SME Level 2.
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, and Contracting Officer's Representative approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours are authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is the INL's Front Office's office: HST Main State Building, 2201 C Street NW, Washington, DC 20520.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
TRAVEL
Local in-town travel in the Washington, DC area is anticipated for this position. Travel authorized in accordance with the award and shall not exceed the designated ceiling.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval. Travel related training (i.e., FACT (CT650), HTSOS-C etc.), may be required, if applicable. The contractor's Program Manager (PM) shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO's approval is required prior. All other training requires INL CO approval.

DUTIES & RESPONSIBILITIES
- Review documentation for completion, accuracy, and adherence to current Department of Bureau policies, Advise the designated regional or functional office point of contract on appropriate measures needed to revise or enhance documentation.
- Prepare correspondence, reports, charts, basic data visualizations, and other documents.
- Liase with leadership across various regional and functional offices on all issues requiring clearance from the INL/FO principals.
- Review briefing materials, interagency agreements, Letters of Agreement and other budget documents for Front Office principals.
- Review all incoming publications, regulations, and directives that may be important to the activities of the staff.
- Review existing policies, issuances, and directives and refer those of interest to appropriate individuals.
- Assist in overseeing projects and issues requiring coordination and integration.
- Assist in managing the internal affairs and operations of the INL front office and ensure consistency of actions.
- Assist in guiding the flow and control of correspondence and written and oral tasks for the office.
- Schedule meetings, appointments, and conferences in accordance with Assistant Secretary and Front Office principal instructions.
- Receive visitors and phone calls in a courteous manner.
- Follow-up on email inquiries and telephone conversations and ensure necessary action is initiated and completed as quickly as possible.
- Prepare correspondence, forms, reports, cables or other documents, utilizing desktop computer word processing systems and ensure correct punctuation, capitalization, spelling, grammar, and conformance to style.
- Schedule meetings and conferences.
- Establish and maintain office records of various types.
- Effectively enhance the ability of the office to support overall mission requirements.
MINIMUM QUALIFICATIONS
- U.S. Citizen.
- A bachelor's degree from an accredited institution.
- Four to six years' experience in relevant field
- Proven knowledge of Federl policies and procedures including methods of providing assistance and the Federal budget process.
- Ability to communicate effectively, both orally and in writing, with a wide range of players.
- Demonstrate ability to provide advice, guidance, and consultation with regard to interpretation and application of analysis.
- Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.
- Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.
