Clearance: Must obtain and maintain favorably adjudicated CBP T4 or T5 background investigation


Position Description

Project Manager I - Training Lead

Position Overview:
The Training Lead designs, develops, and delivers comprehensive training programs that ensure all contractor personnel possess the technical competency and customer service excellence required to support CBP's complex technology environment and diverse customer base.

Place of Performance: Within commuting distance of the government facility in Ashburn, Virginia, Orlando, FL, or San Antonio, TX.

Essential Functions:
• Curriculum Development: Design and maintain comprehensive training curricula covering CBP's nearly 300 system applications, security protocols, customer service best practices, and technical troubleshooting methodologies
• Training Delivery: Conduct new hire orientation, ongoing professional development, refresher training, and remedial instruction using multiple delivery methods including classroom, virtual, and hands-on training
• Knowledge Management: Collaborate with government Knowledge Management teams to maintain TSD's library of approximately 500 knowledge articles and ensure training materials reflect current procedures and technologies
• Performance Assessment: Monitor post-training performance to validate training effectiveness and identify areas requiring additional instruction or curriculum enhancement
• Compliance Training: Ensure all contractor personnel complete mandatory government training requirements within established deadlines, including annual IT security awareness and CBP-specific system training

Required Qualifications:
• Training Expertise: In-depth knowledge of training practices and techniques with demonstrated competency in adult learning principles and instructional design methodologies
• Experience: Minimum three (3) years of experience designing and delivering training in any field, preferably in technical or customer service environments
• Curriculum Development: Proven ability to create comprehensive training materials, learning objectives, and assessment tools
• Security Clearance: Must obtain and maintain favorably adjudicated CBP T4 or T5 background investigation
• Communication: Exceptional presentation and facilitation skills with ability to adapt training delivery to diverse learning styles and experience levels
Preferred Qualifications:
• Experience training technical support personnel
• Knowledge of federal government training requirements
• Familiarity with learning management systems
• Certification in instructional design or adult education
• Previous experience with Help Desk Institute (HDI) training standards

Key Deliverables:
• New Hire Training Program (comprehensive orientation covering all CBP systems and procedures)
• Refresher Training Curricula (ongoing skill maintenance and updates)
• System-Specific Training Modules (nearly 300 CBP applications)
• Training Standard Operating Procedures
• Training effectiveness assessments and improvement plans

Primary Duties and Responsibilities:

Comprehensive Training Program Development
• Curriculum Design: Design and maintain comprehensive training curricula covering CBP's nearly 300 system applications, security protocols, customer service best practices, and technical troubleshooting methodologies
• New Hire Training: Conduct comprehensive new hire orientation covering all CBP systems and procedures
• Ongoing Professional Development: Deliver ongoing professional development, refresher training, and remedial instruction using multiple delivery methods including classroom, virtual, and hands-on training
• System-Specific Training: Develop and deliver refresher training to reinforce CBP system-specific support for nearly 300 applications

Knowledge Management Collaboration
• Knowledge Article Integration: Collaborate with government Knowledge Management teams to maintain TSD's library of approximately 500 knowledge articles and ensure training materials reflect current procedures and technologies
• Training Material Updates: Ensure training materials are continuously updated to reflect current procedures and technologies
• Documentation Creation: Create comprehensive training materials, learning objectives, and assessment tools that align with CBP requirements

Performance Assessment and Validation
• Post-Training Monitoring: Monitor post-training performance to validate training effectiveness and identify areas requiring additional instruction or curriculum enhancement
• Training Effectiveness Evaluation: Conduct systematic evaluation of training programs to ensure learning objectives are met
• Remedial Training Identification: Identify personnel requiring additional training or support based on performance assessments

Compliance and Mandatory Training
• Government Training Requirements: Ensure all contractor personnel complete mandatory government training requirements within established deadlines, including annual IT security awareness and CBP-specific system training
• Training Record Management: Maintain comprehensive records of training completion and compliance
• Specialized Training Delivery: Provide ad hoc training to ensure appropriate support for new or updated CBP systems or applications and improved support procedures

Training Standard Operating Procedures
• SOP Development: Develop and maintain detailed Training SOPs that describe processes and procedures for training new hires and recurring training for existing staff
• Best Practices Implementation: Center training programs on best practices of customer service excellence and technical competency
• Training Documentation: Create and maintain comprehensive training documentation including quick reference guides, procedure maps, and system-specific guides

Adult Learning and Instructional Design
• Learning Methodology Application: Apply adult learning principles and instructional design methodologies to maximize training effectiveness
• Multi-Modal Training Delivery: Adapt training delivery to diverse learning styles and experience levels using classroom, virtual, hands-on, and self-paced learning methods
• Training Assessment Tools: Develop and implement assessment tools to measure learning outcomes and training effectiveness
