Must Haves:
- Bachelor's degree in operations management, Engineering, Supply Chain, or related field (or equivalent experience)
- Significant experience with Earned Value Management (EVM) and control account management
- Ability to establish and maintain labor baselines; assess risks & opportunities
- Strong background in manufacturing and program management across all phases (development through production)
- Demonstrated skill in operations planning, quality assurance, manufacturing/industrial engineering, and continuous improvement
- Advanced proficiency with MS Office, including Project, Excel, Word, and PowerPoint

Job Description:
The Operations Program Manager (OPM) represents Production Operations as the primary responsible individual for meeting cost and schedule commitments to the Program Office and external stakeholders. Acting as the key interface between Operations, Program Management, and supporting functions (Engineering, Supply Chain, Quality, Finance), the OPM coordinates production needs and drives achievement of program objectives.
Key duties include:
- Resolving shop-floor priority conflicts in partnership with other OPMs.
- Serving as Earned Value Management (EVM) Control Account Manager (CAM): establishing and maintaining labor baselines and managing risks & opportunities.
- Developing and executing manufacturing program plans and schedules, ensuring staffing levels align with production demand.
- Leading the manufacturing support team through problem resolution by understanding program goals, trade-offs, and schedules.
- Implementing make/buy policies and determining capital expenditures to meet program objectives.
- Supporting proposals for new business and scope changes.
- Participating in capacity planning by providing forecasted work inputs to Master Scheduling and collaborating on manufacturing/test schedules for active projects.
- Leading cross-functional efforts to develop and execute process improvements that enhance cost and schedule performance.
Essential Functions
- Own technical scope, schedule, and cost for operations activities on assigned programs.
- Serve as primary contact for technical, cost, risk, and schedule performance.
- Collaborating with the Integrated Product Team (IPT) leads functional managers, and leadership to align action plans.
- Support program planning and integrate changes into the master schedule while maintaining effective change management.
- Monitor Rolling Action Item List (RAIL) performance, implementing recovery plans as needed.
- Plan and coordinate verification and validation activities for new processes and product improvements.
- Lead multidisciplinary reviews across development, certification, and production readiness.
- Drive continuous improvement in cost, quality, and schedule through data-driven initiatives.
Qualifications
- Bachelor's degree in operations management, Engineering, Supply Chain, or related field (or equivalent experience).
- Demonstrated leadership of multi-functional, technically oriented teams in operations environments.
- Strong analytical, project management, and communication skills.
- Ability to obtain and maintain a Secret security clearance.
- U.S. Citizenship required.
Preferred Experience
- Master's in engineering management, Industrial Engineering, or MBA.
- Extensive experience across all manufacturing phases: design, prototyping, integration, testing, and production.
- Knowledge of electronic system assembly and test environments.
- Proficiency with project management and resource planning tools.
- Proven record of identifying process constraints and implementing improvement plans.
- Lean/Six Sigma training or certification.
- Experience coaching, training, and motivating technical teams.
