Duties
The primary purpose of this position is: To is to serve as director of operations, performing all development, interpreting and integratingtechnical training instructor classroom-related activities supporting general and advanced aircraft maintenance systems theoreticalprinciples and techniques curriculum development, modification, and/or revision efforts for the Maintenance Management School (MMS)courses and responsible for the development, interpreting and integrating Air Force aircraft and trainer maintenance concepts,programs, and procedures to meet instructional requirements affecting more the 10,000 maintenance personnel supporting AETC's1,400 aircraft.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-1712, Training Instruction Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level that demonstrates a practical knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems or subject matter areas. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. A comprehensive, intensive, and practical knowledge of instructional concepts, methods, and techniques is required to develop and plan a variety of courses associated with teaching highly technical syllabus curriculum for the aircraft maintenance program.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M with a major study in education or a subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of and ability to follow foundational instructional design processes to analyze, research, design and write educationally sound instructional materials and instructor guides for use in classroom instruction and to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement. Extensive aircraft maintenance knowledge/experience and aircraft maintenance tactics, techniques and procedures (TTPs) are mandatory for the incumbent to be able to define and develop aircraft maintenance and contract maintenance surveillance training programs and formal courses of instruction. Skills to effectively instruct specialty materials in various educational and developmental settings. Skill in accomplishing special training studies and projects and ability to analyze problems and develop appropriate solutions. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

DUTIES:
- Instructs students through assigned blocks of instruction at basic and/or advanced technical level of Aircraft Maintenance courses
- Researches, develops, revises and recommends updates to advanced Maintenance Management School course materials in accordance with established learning objectives. Develops and implements command aircraft and contract maintenance quality assurance evaluator formal training plans and programs.
- Develops and maintains professional contacts with a variety of levels and organizational elements, Major Commands, Air Staff, 19th Air Force, and other government agencies.
- Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include staff surveillance visits to various training activities.
