Job Description
The Quality Manager will be responsible for overseeing and managing all aspects of the quality assurance and quality control program for the Lead Maintenance Activity (LMA) contract supporting U.S. Navy ships in Singapore. The position requires a proven professional with strong experience in quality management for naval ship maintenance, repair, and modernization projects. The Quality Manager will ensure all work is executed in strict accordance with contract specifications, military standards (including NAVSEA Standard Items), and industry best practices to achieve optimal material readiness for fleet assets.

Pay Information
Full-Time Salary Range: $99410 - $168997
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

Key Responsibilities:
- Quality Management System:
- Develop, implement, and maintain a comprehensive Quality Management System (QMS) compliant with contract requirements, NAVSEA standards, and ISO 9001.
- Lead the development, administration, and execution of the contract's Quality Control Plan (QCP) and all associated procedures.
- Compliance and Audits:
- Conduct internal and external audits to verify compliance with contractual quality assurance requirements, technical specifications, and safety standards.
- Serve as the primary point of contact for government Quality Assurance representatives, including those from NAVSEA and the local Ship Repair Facility (SRF) Detachment in Singapore.
- Inspection and Oversight:
- Perform and document in-process inspections, testing, and surveillance of all maintenance and repair activities.
- Oversee and verify material compliance, including certification of special emphasis programs and critical component configurations.
- Ensure all work complies with safety, environmental, and contractual requirements.
- Reporting and Analysis:
- Prepare and submit all required quality documentation, including inspection reports, quality data input into databases, and final certification reports.
- Track and manage all non-conformances, initiate corrective actions, and perform root cause analysis to address and prevent quality issues.
- Provide regular reports on quality metrics and performance to both the company Program Manager and the government.
- Team Leadership and Training:
- Provide training and guidance to quality control personnel and other team members to ensure a consistent understanding and application of quality procedures.
- Develop and mentor junior QA personnel, fostering a culture of quality throughout the team.
- Technical Expertise:
- Evaluate and approve technical documentation, including work packages, procedures, and drawings, for validity, accuracy, and adherence to technical requirements.
- Manage the Non-Destructive Testing (NDT) program, including procedure reviews, process evaluations, and certification.
Required Education, Experience, & Skills
- Experience:
- Minimum of 6 years of experience in quality assurance and quality control, with significant experience on U.S. Navy ship repair and maintenance contracts.
- Education:
- A Bachelor's degree Engineering or a related technical field.
- Skills:
- Extensive knowledge and hands-on experience with NAVSEA Standard Items, the Joint Fleet Maintenance Manual (JFMM), and other relevant military standards.
- Experience with Quality Management Systems (QMS) and quality assurance audits.
- Excellent written and verbal communication skills for preparing technical reports, documentation, and communicating with both internal teams and government representatives.
- Security: Ability to obtain and maintain a US government security clearance.
Preferred Education, Experience, & Skills
- Certifications:
- Certification from the U.S. Army Corps of Engineers' "Construction Quality Management (CQM) for Contractors" course.
- Non-Destructive Testing (NDT) Level II certification in Visual Testing (VT) or other relevant methods.
