U.S. Liaison Officer to the U.S. Congress

POSITION OVERVIEW


The U.S. Liaison Officer to the U.S. Congress will serve as Allied Command Transformation's (ACT) forward presence on Capitol Hill, ensuring NATO's visibility within the U.S. legislative branch. This position will represent ACT interests, monitor U.S. Congressional defense and foreign policy developments, and cultivate strong relationships with Members of Congress, staffers, and relevant committees. The Liaison Officer will provide strategic reporting on legislative priorities impacting NATO, anticipate political and budgetary challenges, and support ACT's broader engagement with Washington's policy community.

JOB RESPONSIBILITIES:

  • Monitor and analyze the U.S. defense budget process and identify implications for NATO priorities.

  • Track Congressional reforms and legislation affecting NATO transformation.

  • Provide strategic reporting on U.S. debates and decisions regarding Ukraine and Euro-Atlantic security.

  • Assess budget issues linked to U.S. troop presence in Europe and burden-sharing.

  • Build and sustain relationships with Members of Congress and staff; provide tailored ACT/NATO briefings.

  • Plan and conduct engagements (meetings, dinners, forums) to promote ACT visibility.

  • Monitor relevant hearings, committee activities, and legislative initiatives.

  • Coordinate with U.S. executive agencies, NATO missions, and Allied embassies to ensure coherent messaging.

  • Support ACT delegations, visits by SACT and Flag Officers, and Congressional interactions.

  • Contribute to NATO's wider engagement strategy with think tanks, academia, and Washington's policy community.

  • Facilitate ACT's participation in hearings, conferences, and networking events.

  • Perform additional duties as directed in support of ACT's political-military engagement.

  • Willingness to travel within the U.S. and to NATO headquarters as required (up to 30 days/year).


QUALIFICATIONS:

Required Qualifications:


  • Master's Degree (or higher) in Political Science, International Relations, Economics, Law, or similar field.

  • Minimum of two (2) years of proven experience working with or within the U.S. Congress on defense, appropriations, or foreign policy issues.

  • Demonstrated success in government relations, with ability to manage a legislative portfolio and navigate the Congressional process.

  • Excellent communication and interpersonal skills; proven ability to brief senior officials, policymakers, and non-technical audiences.

  • S. nationality; fluency in English (C1 level or higher).

  • Active U.S. or NATO SECRET (or higher) security clearance.


Desired Qualification:


  • Familiarity with NATO structures, priorities, and transformation agenda.

  • Previous liaison, advisory, or diplomatic experience.

  • Prior service in the U.S. Department of State or Department of Defense.
