Chenega Military Intelligence and Operations Support (MIOS) Strategic Business Unit (SBU) is searching for a key contributor to join our Strategic Growth Team (SGT). The Director of Capture (DC) reports to the VP of Strategic Business Development and is responsible for leading end to end capture for MIOS strategic growth opportunities-shaping requirements pre-RFP, building winning teams and solutions, and driving competitive, compliant, and compelling proposals that increase Probability of Win (Pwin). The role blends strategy, customer engagement, competitive analysis, price to win (PTW), and disciplined reviews (e.g., Black Hat/Blue/Red Team) to secure large, complex awards under the Federal Acquisition Regulation (FAR) and, when applicable, the Defense FAR Supplement (DFARS). The ideal candidate will be well versed in the practice of GovCon capture with proven success winning multi-year $100M + efforts. The Director of Capture will collaborate with the VP, Strategic BD to review and refine MIOS capture procedures targeted at improving success rate (pwin) across the portfolio. The DC must have the ability to qualify opportunities, create capture plans, interact with potential customers, industry partners, and Subject Matter Experts (SME's), and be responsible for leading and, most importantly, developing those opportunities toward high win probability. The DC will both manage their own assigned capture efforts while also providing coaching and mentorship to other Capture Managers, both within MIOS and at the subsidiary level. Above all, DC should have passion, motivation, and the internal drive to pursue business opportunities and success.

Responsibilities
- Own capture from pre‑RFP through award for high‑priority qualified pursuits; develop capture plans, win themes, discriminators, and customer call plans aligned to decision gates and color‑team reviews (e.g., Blue Team, Black Hat).
- Shape acquisition strategy via early engagement, market research, and solution positioning; convert insights on mission drivers, budgets, buying patterns, and evaluation criteria into a differentiated "how we win" strategy.
- Lead rigorous go/no‑go decisions using a standardized framework and Pwin model; focus resources on winnable opportunities to improve overall win rate.
- Build and maintain trusted relationships with government customers, primes, and niche partners; orchestrate teaming strategies that strengthen technical approach, past performance, and socio‑economic coverage (e.g., small business utilization under FAR Part 19).
- Negotiate NDAs/TCAs and define roles, workshare, and solution integration to maximize evaluation strengths. (Supports OCI avoidance/mitigation where applicable.)
- Direct competitive assessments, Black Hat sessions, and ghosting strategies; translate findings into solution, staffing, and price posture.
- Coordinate competitive Price‑to‑Win (PTW) and cost realism analysis; align price, technical, and management approaches to the likely evaluation model.
- Ensure smooth transition from capture to proposal kick‑off; maintain traceability from win strategy to evaluation factor responses.
- Partner with Proposal Operations during proposal development to ensure compliant, compelling volumes and artifacts; participate in iterative color reviews to ensure compelling win themes and strategies developed during capture resonate within the proposal.
- Ensure capture and proposal activities comply with procurement integrity, FAR/DFARS clauses, and agency supplements.
- Identify and collaborate with subsidiaries and MIOS leads to mitigate Organizational Conflicts of Interest (OCI); develop/oversee OCI mitigation plans per DFARS 209.571‑4 and FAR Subpart 9.5 practices.
- Collaborate with cross‑functional capture teams (BD, technical, pricing, contracts, HR/recruiting); mentor capture managers and contributors; model executive leadership competencies (strategic thinking, influencing/negotiating, partnering).
- Participate in Gate Reviews for captures being managed at the subsidiary level and provide unbiased opinion on capture maturity as well as provide guidance and suggestions to the capture team aimed at improving pwin on those efforts.
- Conduct lessons‑learned/after‑action reviews to continuously improve capture processes and playbooks
- Other duties as assigned.
Qualifications
- Bachelor's degree in business or related field
- 10+ years in federal capture/business development with a track record leading complex, multi‑year pursuits end‑to‑end; demonstrated wins in large acquisitions.
- Deep working knowledge of FAR/DFARS, including acquisition planning, competition requirements, contract types, and solicitation/award processes.
- Proficiency with Shipley (or equivalent) capture processes-capture planning, competitive analysis, decision gates, color reviews.
- Demonstrated capability to direct competitive PTW and integrate technical/management/price to align with evaluation methods.
- APMP and/or capture/proposal certifications; DAU/FAI training familiarity with federal contracting competencies is preferred
- Background check with the ability to obtain a Secret clearance
Preferred Qualifications
- Experience across contract vehicles (IDIQ, GWAC, BPA) and multiple contract types (FFP, CPFF, T&M), with hands‑on familiarity guiding bid strategy accordingly.
- Experience crafting and executing OCI Mitigation Plans and advising on procurement integrity and conflicts per DFARS/FAR guidance.
Knowledge, Skills, and Abilities:
- Executive‑level presence; exceptional written/oral communication, negotiation, and stakeholder influence consistent with federal leadership competency frameworks.
- Strong knowledge of FAR/DFARS structure and key Parts (e.g., Part 6 Competition, Part 7 Acquisition Planning, Part 10 Market Research, Part 15 Contracting by Negotiation, Part 16 Contract Types, Part 19 Small Business).
- Deep understanding of Agency buying behaviors and acquisition lifecycles; contracting competencies commonly recognized across the federal community (e.g., FAI/FAC‑C).
- Understanding and experience with capture procedures and frameworks, decision gates, and color‑team best practices.
- Strategic planning, executive communication, influencing/negotiation, coalition building/partnering.
- Competitive analysis, PTW modeling, solution/pricing alignment, and risk management.
- Programmatic leadership of cross‑functional capture teams and governance rhythms (gate reviews, Black Hat, color teams).
- Ability to shape requirements early and sustain customer preference through award.
- Ability to drive measurable Pwin and win‑rate improvements by focusing resources on the right opportunities via disciplined go/no‑go criteria.
- Ability to maintain compliance rigor (FAR/DFARS; OCI mitigation) while innovating teaming/solution approaches.
- Ability to operate independently with limited supervision and feedback, and establish a solid working relationship with Subsidiary leadership, SBU staff, and peers.
- Excellent verbal communication skills, including the ability to present complex concepts to stakeholders and decision-makers; strong briefing and writing skills.
- Travel (10-25%) for customer meetings, partner engagements, and onsite reviews as capture phases dictate.
- Capture win rate on qualified pursuits; Pwin improvement across the MIOS portfolio.
- Color‑team quality scores, compliance findings, and zero protest sustainment attributable to OCI/procurement‑integrity gaps.
- Bookings/TCV, bid ROI, and price competitiveness relative to PTW models.
