USI's Project Specialist will provide comprehensive coordination, analysis, and support to address management challenges and enhance operational effectiveness. The specialist will engage with cross-functional teams to exchange information, evaluate program requirements, and develop actionable recommendations to inform management decisions in support of the Denver Park Service. The specialist will process purchase requisitions and invoices, supporting Project Management staff and a range of functional stakeholders, including Contracting, Information Management, Administrative, Planning, and Budget Services personnel. These efforts will directly enable the administration of multi-million-dollar design and construction projects across the National Park Service.

Responsibilities

a. Assists the Project Manager (PM) as a technical point of contact for assigned projects. Supports PM in cradle-to-grave project execution and completion of assigned tasks from design through construction. The Project Specialist will be assigned to multiple projects, resulting in various project management teams. Teams are comprised of a Project Manager, Project Specialist, Contracting Officer, and Contracting Specialist on most projects.

b. Coordinates with various stakeholders and team members through all phases of a project.

c. During design and construction, coordinates with other key staff/expertise and reviews A/E firms' execution and deliverables (design drawings, specifications, supplemental reports, fee proposals, cost estimates, site and construction inspection and trip reports, etc.).

d. During construction, coordinates project needs with construction management (CM) firms, AE Title III firms, construction contractors, and other NPS (Park and Region) staff.

e. Assists PM in coordinating and tracking project compliance, quality, scope, budget, and programming criteria, either utilizing in-house compliance staff or AE contracts.

f. Identifies problems and coordinates solutions with the PM, resolves technical and schedule issues as needed, and develops corrective actions to ensure successful project accomplishment. Duties include developing and reviewing project schedules created by both in-house project management teams and submitted contractor construction schedules.

g. Shall provide ancillary services in conjunction with the duties as assigned.

Requirements

Qualifications

Education: The applicant must have a 4-year degree (Bachelor's) from an accredited College/University in architecture, landscape architecture, mechanical, civil, electrical, structural, geotechnical, general engineering, or construction management.

Experience: A minimum of 8 years of experience in project management, with the experience defined as follows:

1. "Field work", including practices and procedures of candidates' specific discipline, such as engineering, landscape architecture, architecture, or resource planning.

2. Management of simple-to-complex design and construction projects containing multi-year phasing and overlapping schedules, high visibility, multiple functions (design, construction, planning), controversy, unusual design/construction components with novel problems requiring unique solutions, significant political interest/oversight, and jurisdictional disputes.

3. Knowledge of project management concepts, and understanding of authorities, responsibilities, and accountabilities of the "project management philosophy".

4. Written and verbal communication, problem-solving, and conflict resolution skills.

5. Knowledge and experience with contract administration and compliance.

6. Knowledge and experience with software, including Microsoft Project, Word, and Excel.
