Managing Adjudicator
This position requires an active Top Secret clearance.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.
The Managing Adjudicator (MA) serves as the primary liaison with TSA leadership for all adjudication-related services under the Personnel Security (PerSec) Branch. The MA is responsible for the technical and administrative oversight of contract performance, ensuring personnel security adjudication services are delivered in accordance with federal regulations, TSA standards, and contract requirements.
In addition to supervisory responsibilities, the MA contributes directly to adjudication activities, ensuring timely, accurate, and compliant recommendations on security clearances, suitability, and fitness determinations.
Compensation & Benefits:

Managing Adjudicator Responsibilities Include:
- Act as the single point of contact with the CO and COR for all contractor performance and communication.
- Lead transition-in activities, ensuring staffing, training, and case throughput requirements (minimum 575 cases/week) are met.
- Supervise, mentor, and assign workloads to CPSS and CPSA staff using TSA's Information Security Management System (ISMS).
- Enforce work standards, monitor productivity, and ensure performance aligns with Acceptable Performance Standards (APS).
- Perform pre-appointment and fitness/security adjudication reviews and recommendations as necessary.
- Review all adjudicative recommendations from Specialists and Assistants for accuracy, regulatory compliance, and clarity prior to the federal employee's final determination.
- Apply TSA-specific adjudicative regulations and federal policy, including ATSA, Lautenberg Act, DHS Personnel Security Vetting Program, SEADs, 5 CFR 731, and E.O. 12968.
- Draft, review, or oversee letters of action, including Letters of Interrogatory (LOI), Notices of Termination (NOT), Notices of Proposed Action (NOPA), and Notices of Determination (NOD).
- Ensure safeguarding of Personally Identifiable Information (PII) and classified investigative material up to the Top Secret level.
- Ensure that services are performed in line with the Quality Assurance Surveillance Plan (QASP).
- Performs other job-related duties as assigned.
Managing Adjudicator Experience, Education, Skills, and Abilities required:
- Favorably adjudicated for a Top-Secret Clearance position and enrolled in a CE program
- Successful completion of an accredited Advanced Suitability Adjudication Course (must provide certificate of completion).
- Minimum 5 years adjudicating suitability/fitness and national security background investigations (Tiers 1-5).
- Minimum 3 years of experience managing contract staff and adjudication teams.
- Knowledgeable and experienced in writing, and demonstrated ability to guide personnel in composing, letters of adverse action in support of derogatory findings, to include LOI, NOT, NOPA, and NOD's.
- Demonstrated ability, identification, and utilization of Security Case Management Systems
- Experienced user of Microsoft Office suite applications
- Experienced user of NP2 Secure Portal (NP2), Central Verification System 14 (CVS/PIPS), National Background Investigation Services (NBIS) and the function required for the initiation and review of NBIS eApplication (eAPP), and experience in extracting data and information from Defense Information System for Security (DISS) Joint Verification System (JVS).
- Strong leadership and communication skills with experience coordinating cross-functional teams and stakeholders.
- Must be capable of serving in a key staff position, contributing to strategic decision-making and operational oversight.
- Demonstrated ability to effectively articulate and grammatically compose content using the English language.
- Must pass pre-employment qualifications.
