Duties

Duties include but are not limited to:
  • Provides policy/program development and financial management expertise including resource planning and development for the SAPR Program to ensure a high quality, flexible, support program of human services for active duty military and their families.
  • Conducts detailed analyses of the structure and complex functions and work processes of the SAPR program, and makes recommendations for improvement in the effectiveness and efficiency of the installation-level SAPR programs and work operations.
  • Develops new methods, organizational structures, and management processes to improve the efficiency and effectiveness of the SAPR program Navy-wide.
  • Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
  • Provides written summaries of data analysis from Defense Sexual Assault Incident Database (DSAID) by preparing written reports, graphs and charts.
  • Drafts memoranda or other documentation.
  • Prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, word documents for presentations and proposals by higher-level management.
  • Writes and prepares correspondence, briefs, action documents, routing sheets, and point papers.
  • Conducts presentations on subject matter related to the work area.
  • Liaises with Naval Criminal Investigative Service (NCIS) and Office of the Judge Advocate General (OJAG) to rectify data shortfalls in DSAID and with the Department of Defense (DoD) Sexual Assault Prevention and Response Office (SAPRO) DSAID Program Manager on all DSAID-related matters.
  • Communicates with Sexual Assault Response Coordinators (SARCs) as required to clarify DoD policy and procedures on entry of sexual assault information into DSAID.
  • Provides support by participating in data collection, research and trend identification, implementing studies and surveys and preparing summaries and reports to illustrate Navy SAPR Program statistics, findings and decisions.
  • Makes recommendations for improving quality of data collection, as it relates to program implementation.
  • Collects, organizes, and analyzes data from various resources, to include statistical studies and surveys. Uses data management and reporting systems to collect and organize data drawn from databases.
  • Develops mathematical computations to extract data into meaningful statistical analysis or illustrate possible outcomes.
  • Recognizes and modifies problems in methodology.
  • Compiles and analyzes numerical information.
  • Uses technical expertise with automatic data collection and reporting systems to accomplish work.
  • Uses familiarity with procedural standards and regulations specific to social services areas of research/industry.
  • Performs statistical/analysis work to include collecting, computing and analyzing statistical data, and applying statistical techniques, such as measuring central tendency, dispersion, errors, and variances.
  • Develops presentations and written summaries of data analysis.
  • Works with Navy SARCs to ensure the accurate and timely entry of all sexual assault information into DSAID.
  • Conducts quality assurance analysis on data entered by SARCs and uploaded from NCIS' database.
  • Provides feedback to and coordinates with SARCs and NCIS Headquarters on DSAID data quality issues.
  • Compiles and categorizes data, establishing statistical formats and reports for trend analysis.
  • Performs ongoing activities related to data integrity functions to improve the quality and accuracy of information functionality.
  • Provides process improvement recommendations to management.
  • Conducts DSAID training for all newly appointed SARCs as well as follow-on training for incumbent SARCs.

  • Must be a U.S. Citizen to obtain and maintain a Secret Security clearance.
  • Must be willing to relocate to reside within the local commuting area (50-mile radius) of one of the following bases: Washington Navy Yard or Naval Support Activity Mid-South.

Qualifications

A qualified candidate possesses the following:
  • At least four (4) years of specialized experience participating in data collections and preparing summaries and/or reports to illustrate the findings.
  • Ability to identify needs, trends, and performance measures to evaluate program effectiveness.
  • Knowledge of laws, DoD instructions, directives, policies and procedures pertaining to sexual assault prevention and response, preferably in the military milieu.
  • Knowledge of military systems, communities, and resources available to members, civilians, family members and contractors.
  • Knowledge of policies and procedures and related interagency relationships for sexual assault victims is highly desirable.
  • Ability to identify needs, trends, and performance measures to evaluate program effectiveness.
  • Knowledge of Federal and agency regulations.
  • Knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to sexual assault program/operations area to consider their impact on programs.
  • Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
  • Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
  • Skill in collecting, organizing, and analyzing data from various resources, to include statistical studies and surveys.
  • Ability to use data management and reporting systems to collect and organize data drawn from databases.
  • Ability to perform statistical/analysis work, to include sampling, collecting, computing, and analyzing statistical data; to apply statistical techniques, such as measuring central tendency, dispersion, errors, variances and tests of significance; and to develop presentations and written summaries of data analysis.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.

There is no positive education requirement for this position.

Additional information

This position is located at Washington Navy Yard in Washington DC or Naval Support Activity Mid-South in Millington, TN. If selected, relocation to the local commuting area (50 miles) is required.

Salary is dependent on experience and/or education.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
