Job Summary:
Galapagos Federal Systems LLC is seeking a motivated and experienced Senior Technical Manager (STM) to provide leadership, vision, and strategic direction for enterprise information technology (IT) strategy, modernization, and innovation. In this role, the STM will oversee the design, integration, and delivery of IT infrastructure and services, while ensuring technical excellence and adherence to industry best practices.
The position requires strong leadership in managing complex service provider ecosystems and driving innovative solutions that align with mission-critical objectives.
Senior Technical Manger Required Key Responsibilities:
* Institutionalize Defense Enterprise Service Management Framework (DESMF) processes across the program
* Oversee IT engineering and technology implementations across the contract
* Provide technical direction and guidance to the engineering team
* Develop and maintain technical documentation, architecture, and engineering artifacts
* Ensure compliance with Federal, DoD, DHS, and USCG regulations and standards
* Support risk management, quality management, and performance management within the PMO
* Participate in management meetings, governance activities, and contract reporting
* Ensure solutions align with USCG mission objectives, outcomes, and IT strategy
* Leverage USCG knowledge, DoD managed service delivery experience, and technical/commercial expertise to support mission success
* Contribute to the rapid achievement of USCG's desired outcomes
* Drive efficiencies in people, processes, and operations to stabilize performance
Senior Technical Manager Required Skills and Experience:
* Active Secret clearance required (Top Secret/SCI may be required)
* 10+ years of professional experience in IT infrastructure, systems engineering, or technical program management
* 5+ years supporting federal IT environments, preferably with DHS, DoD, or USCG
* Proven experience leading or supporting federal infrastructure programs and DoD/USCG IT systems
* Strong background in complex contract management with diverse labor categories and performance metrics
* Expertise in IT service management and enterprise frameworks, including ITIL, DESMF, and TBM
* Familiarity with government contract management processes and compliance requirements
* Demonstrated expertise in large-scale system integration, service management, and technical leadership
* Excellent leadership, communication, and stakeholder engagement skills
* Ability to deliver results in fast-paced, mission-critical environments
Senior Technology Manager Required Education & Certifications:
* Bachelor's degree in computer science, Information Systems, Engineering, or related field (Master's preferred)
* CompTIA Security+ (Sec+) or equivalent DoD 8570/8140 certification (Required)
* Information Technology Infrastructure Library (ITIL) 4.0 Certification (Required)
* Technology Business Management (TBM) Certification (desirable)
* Advanced technical certifications (e.g., AWS, Azure, Cisco, PMP-IT focused) (desirable)
