DESCRIPTION
Position: Data Scientist Program Manager (Technical Expert Level IV)
Location: Kaiserslautern, Germany
Clearance: Secret
Job Description: Mission Essential is seeking a Data Scientist/Program Manager to lead a new initiative supporting the U.S. Department of Defense (DoD) in Germany. This program will deliver critical engineering and technical support services, with a focus on advanced data science and engineering solutions. Duties include but are not limited to:
o Create and maintain sprint plans showing timelines, risks, constraints.
o Lead Data Scientists including assigning specific roles/responsibilities on sprints
o Facilitate communication between teams within the DAG as well as 21st TSC MSC and staff section stakeholders.
o Monitor the execution of sprints and report progress to DAG leadership in daily Scrums.
o Provide technical oversight and mentorship to project staff.
o Prepare and deliver project briefings, reports, and technical documentation.
o Ensure timely delivery of high-quality technical solutions aligned with government requirements.
o Configure data pipelines within and across various data platforms leveraging both existing connections and establishing connections with APIs.
o Leverage existing low-code/no-code capabilities within the data platform to create decision support tools
o Configure python/SQL/R code to create decision support tools
o Create and configure historical datasets of pertinent parameters across multiple data platforms
o Create and configure new and leverage existing mathematical models using historical datasets
o Analyze resources including but not limited to:
§ personnel
§ equipment
§ training
§ logistical support
o Analyze external factors including but not limited to:
§ Terrain
§ Weather
§ capabilities of potential adversaries.
REQUIREMENTS
Job Requirements:
o Twenty-three (23) years of experience working with the DoD in a technical and program/project manager capacity
o Bachelor's degree in a technical or physical science field AND eighteen (18) years of experience working with the DoD in a technical capacity
o Master's degree in technical or physical science field AND sixteen (16) years of experience working with the DoD in a technical capacity
o PhD in a technical or physical science field AND ten (10) years of experience working with the DoD in a technical capacity

- Perform Project Management-oriented tasks and manage team of 9 personnel:
o Create and maintain sprint plans showing timelines, risks, constraints.
o Lead Data Scientists including assigning specific roles/responsibilities on sprints
o Facilitate communication between teams within the DAG as well as 21st TSC MSC and staff section stakeholders.
o Monitor the execution of sprints and report progress to DAG leadership in daily Scrums.
o Provide technical oversight and mentorship to project staff.
o Prepare and deliver project briefings, reports, and technical documentation.
o Ensure timely delivery of high-quality technical solutions aligned with government requirements.
- Analyze data sets for purposes ranging from descriptive to predictive across multiple platforms including but not limited to Palantir, TDP, Microsoft, Advana, and various Cloud Platforms
o Configure data pipelines within and across various data platforms leveraging both existing connections and establishing connections with APIs.
o Leverage existing low-code/no-code capabilities within the data platform to create decision support tools
o Configure python/SQL/R code to create decision support tools
- Enhance and expand the configuration of advanced analytical models using AI and ML
o Create and configure historical datasets of pertinent parameters across multiple data platforms
o Create and configure new and leverage existing mathematical models using historical datasets
- Provide real-time combat power, sustainment, and readiness forecasting: Combat power, sustainment, and readiness forecasting is a complex process that involves evaluating a wide range of factors to predict a military unit's or force's ability to successfully engage in combat and sustainment operations.
o Analyze resources including but not limited to:
§ personnel
§ equipment
§ training
§ logistical support
o Analyze external factors including but not limited to:
§ Terrain
§ Weather
§ capabilities of potential adversaries.
- Use resource and external factors analyses and previous forecasts to forecast combat power, sustainment, and readiness.
- Document code, APIs, and system architecture for future reference and team collaboration.
- Conduct and support organizational/internal training on and configuration of tools designed to enable accurate adoption of tools within the command.
REQUIREMENTS
Job Requirements:
- Years of Experience combination of any of the following:
