Duties

The primary purpose of this position is to serve as a functional/technical authority that ensures the J5 Directorate effectively develops and implements national security policy, future plans, and strategy across all USSPACECOM mission areas by providing expert leadership, guidance, and integration, enabling the Directorate to deliver optimal military advice to agency leaders.
  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Directs the strategic integration of policy, plans, and operations across the J5 Directorate and with key stakeholders, ensuring alignment with national security objectives and maximizing USSPACECOM's effectiveness in the space domain.
  • Provides authoritative strategic guidance and oversight on matters related to the development and implementation of plans, policy, and operations, serving as a recognized authority on space policy and strategy for the J5 Command Team.
  • Oversees the planning and execution of J5's operational and administrative activities, ensuring seamless alignment with the Commander's objectives and priorities. Identifies and mitigates risks, developing and implementing effective risk mitigation strategies and plans to ensure the successful execution of critical missions.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent. Employee may be required to accomplish additional duties as assigned.
  • This is a Centrally Managed position in the Operations career field.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions IAW, DoDI 3020- 42, Defense Continuity Programs.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes Expert knowledge of national security policy and strategy: Possesses a demonstrated mastery of U.S. national security objectives, strategies, and relevant policies, including the National Military Strategy, the Unified Command Plan, and space-related directives. Able to interpret complex policy directives, anticipate future challenges, and develop innovative solutions that align with national security priorities. Extensive knowledge of space domain awareness: Possesses a comprehensive understanding of the space environment, including potential threats, vulnerabilities, and opportunities, with a focus on emerging technologies, adversarial capabilities, and international activities. Able to leverage this knowledge to provide informed assessments and recommendations to senior leaders. superior skill in strategic communication: Exceptional ability to integrate complex information: Exhibits a proven ability to synthesize diverse data from intelligence reports, policy documents, operational data, and open-source information to identify key trends, assess potential risks, and develop actionable insights that inform strategic decision-making. Demonstrated ability to influence and persuade: Possesses a proven ability to build consensus, foster collaboration, and gain support for strategic initiatives and policy recommendations from various stakeholders, including senior leaders, interagency partners, international allies, and the commercial space sector.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Able to craft compelling presentations, write persuasive policy papers, and effectively represent organizational interests in various forums.
  • Exceptional ability to integrate complex information: Exhibits a proven ability to synthesize diverse data from intelligence reports, policy documents, operational data, and open-source information to identify key trends, assess potential risks, and develop actionable insights that inform strategic decision-making.
  • Demonstrated ability to influence and persuade: Possesses a proven ability to build consensus, foster collaboration, and gain support for strategic initiatives and policy recommendations from various stakeholders, including senior leaders, interagency partners, international allies, and the commercial space sector. Able to negotiate effectively, resolve conflicts, and build strong working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
