As a SUPERVISORY IT SPECIALIST (SYSANALYSIS) at the GS-2210-15 some of your typical work assignments may include:
  • The DEERS Division Director oversees the central DoD repository of personnel data, supporting eligibility for enrollment for health care services primarily under the TRICARE program. The DEERS Person Data Repository (PDR) database used for these functions also contains the data used to issue military ID cards and DoD common Access cards. DEERS supports online access through the milConnect which provides real-time eligibility for enrollment and the processing of medical claims, other health insurance, and beneficiary correspondence.
  • The DEERS Director drives the modernization activities for the DEERS program, rationalizing the legacy technology and business processes. Modernize and improve products (such as Virtual Lifetime Enrollment Record (VLER), Servicemembers Group Life Insurance (SGLI) Online Enrollment System (SOES)) to deliver the next generation of capabilities through automation, leveraging emerging technologies, and reducing technical debt.
  • Serves as the senior technical manager for the Software Development Lifecycle management of all products within the DEERS portfolio. The incumbent is responsible for providing technical and managerial guidance and oversight on all aspects of software development processes to include, but not limited to, administrative and policy guidance regarding technical delivery capabilities, defining product strategy, ensuring business processes are followed, budgeting, contract management and resource allocation, reviewing and approving capability roadmaps, communicating with stakeholders, achieving success metrics, system testing, and interfacing with other products for integration.
  • Fulfills supervisory responsibilities in accordance with law/regulation/policy. Builds highly motivated/cohesive and innovative team and strategy.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Establishing modernization strategy for the DEERS portfolio as directed by DoDI 1341.02.
  • Strategic leadership on emerging customer/stakeholder requirements in consultation with the Military Departments and Department of Veterans Affairs.
  • Subject Matter Expert on how program and policy changes to DoD benefits and entitlements impacts DoD systems and processes supported by DEERS.
  • Comprehensive knowledge of Federal/DoD Information Technology policies and software delivery practices.
  • Program oversight activities including Planning, Programming, Budgeting, and Execution, requirements analysis, risk management, acquisition strategy, and cost benefit analysis.
