Financial Support Specialist in support of USPS Facilities Repair & Alterations (R&A)

Serves as the financial/budget coordination and support specialist for the Facilities Repair & Alterations (R&A) program. Provides financial management, documentation control, and budget tracking in support of facility projects. Works directly with project managers, finance staff, and contracting officials to initiate, manage, and close out funding actions through final approval and implementation in compliance with USPS financial policies.

Duties and Responsibilities
  • Coordinates with Project Managers and other stakeholders to prepare, submit, and track funding requests for repair and alteration projects.
  • Develops, reviews, and maintains financial documents including funding authorizations, cost estimates, purchase requests, and amendments.
  • Tracks the workflow of funding packages to ensure completeness, accuracy, and timely approval.
  • Monitors project funding balances, commitments, and expenditures to ensure compliance with approved budgets and USPS policies.
  • Provides financial status reports, reconciliations, and analyses to Project Managers and Facilities leadership.
  • Resolves discrepancies in project accounting records by coordinating with Finance and Contracting functions.
  • Maintains accurate financial records and audit-ready documentation in accordance with USPS requirements.
  • Supports the development of funding plans, forecasts, and schedules to ensure alignment with project execution timelines.
  • Serves as liaison between Project Managers, Finance, and Contracting to ensure smooth coordination of financial actions.
  • Identifies opportunities for process improvement in financial tracking, reporting, and document workflows.
  • Knowledge, Skills, and Abilities (KSAs)
    • Knowledge of financial management and budget processes sufficient to prepare, review, and track funding documents for facilities projects.
    • Skill in analyzing financial data and reconciliations to ensure accuracy and compliance with policy.
    • Knowledge of USPS financial systems and procedures (preferred) or comparable federal/large-organization financial processes.
    • Ability to communicate effectively, both orally and in writing, with internal and external stakeholders.
    • Skill in using financial management systems, spreadsheets, and office software (e.g., Microsoft Excel, Word, Outlook).
    • Ability to plan, prioritize, and manage multiple assignments within tight deadlines.
    • Skill in problem-solving and process improvement to resolve financial discrepancies and streamline workflows.


    Requirements
    • Education : Bachelor's degree in Finance, Accounting, Business Administration, or related field; or equivalent combination of education and professional experience.
    • Experience : 6-8 years of relevant experience required. Experience in financial support, budget management, or program administration in a government, facilities, or large-scale operational environment preferred.


    Additional Requirements
    • U.S. Citizenship or work authorization required.
    • Must pass a pre-employment background check and drug screening.
