Responsibilities

The individual selected for this position will serve as Data Architect for the Enterprise Services Team and the Network Modernization Team of a Program Management Office (PMO) and will work closely with internal and external partners to create executive briefs, reports and other deliverables aimed at keeping work-group leadership and the mission partners informed with relevant and timely data. Our Team will be further producing and delivering various reports for mission partners that covers all stakeholders concerns to include maintenance schedules, incident and outage reports, requirement fulfillment status, service offerings, and utilization reports.

Member of a team of professional and technical personnel supporting the PMO and collaborating with other teams to advance the PMO's mission, in accordance with contract requirements and company policies, procedures, and guidelines.

  • Champion data management, governance, accessibility, and quality.
  • Collaborate with the Systems Architect, Network Architect, and Enterprise Services Team Lead in designing data analytic solutions with multiple sources of data, across multiple fabrics and IC Partner infrastructures
  • Analyze and store data in compatible formats to enable solutions, which can be repeatedly designed and deployed in a consistent, high-quality, and supportable fashion.
  • Work with multiple stakeholders in various groups to define, develop, and institutionalize a strategic data framework across multi-fabric information environments.
  • Work with internal and external stakeholders in supporting a highly visible and fast-paced project that leverages engineering management principles.
  • Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, and network connectivity, systems interfaces, internal and external checks and controls, and outputs.
  • Develop and present substantive data analytical recommendations to senior management.
  • Collaborate with varying IC Partners to establish priorities and implement plans that adhere to established strategic business and system objectives
  • Use and enforce the use of program-approved templates for internal and external documents.
  • Review all documents before they are presented to the Program Executive and Deputy Program Executive for approval and dissemination.
  • Plan and facilitate meetings, to include the Resource Authority (RA) Forums, Technical Authority (TA) Forums, and other ad hoc meetings/summits/conferences as appropriate.
  • Develop and present complex technical documents, procedures, reports, and briefings.
  • Maintain program document repository with updated data as appropriate.
  • Create schedules and distribute read-ahead materials, agendas, and other applicable discussion topics.
  • Capture meeting notes, prepare minutes and disseminate them along with action items.
  • Track and update assigned actions and brief their status to the PMO and clients.
  • Create appropriate content using Microsoft Office products such as Excel, PowerPoint, Outlook, and Word utilizing the PMO-approved templates.
  • Work independently and/or as part of a team.
  • Monitor and manage the program's action tracker system and client's action items system.
  • Coordinate with client's leadership in finalizing responses to incoming actions, trackers or other inquiries related to the program.
  • Create, coordinate, and work internal action items and assigned portions of the Master Schedule to completion.
  • Depending on assigned task/project, be prepared to create, update, and maintain instances in ServiceNow, Confluence, SharePoint, and/or JIRA.
  • Provide support to a complex organization in a fast-paced operational environment.
  • Demonstrated knowledge of and experience with C2S/AWS services and Agile methodologies.
  • Demonstrated knowledge of databases and their migration.
  • Demonstrated knowledge in the design and implementation of APIs.
  • Interact with stakeholders at all organizational levels, including Senior Executives.
  • Operate effectively in ambiguous situations by making sound, timely recommendations, considering alternative solutions, and developing appropriate plans. Lead these plans to completion by adhering to schedules, meeting deadlines, and ensuring consistent progress.
  • Proactively and professionally engage, communicate and collaborate with team members in the creation of professional products for PMO and client approval.
  • Network and build rapport with other IC partners to maintain open lines of communication.
  • Organize tasks, collaborate with team members, and utilize interpersonal skills to effectively complete tasks.
  • Be proactive and a self-starter.

Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • A Bachelor's degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • BS 12-15, MS 10-13, PhD 10+
  • Knowledge of industry data standards and architectures, such as:
    • Knowledge of complex databases, circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
    • Knowledge of design and integration principles for complex databases.
  • Experience in identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Ability to evaluate and make recommendations regarding data integrity.
  • Ability to recommend data management policies, standards, practices, and security measures.

Desired

  • Master's degree (or equivalent experience) in a field related to the position.
  • At least 15 years of experience.
  • At least 3 years of experience in the Intelligence Community.
  • Knowledge of Intelligence Community missions, needs, and information sharing requirements.
  • Ability to work in a dynamic and challenging environment.
  • Strong oral and written communications and interpersonal skills.
  • Ability to clearly convey technical information to non-technical individuals.
