Responsibilities

The individual selected for this position will serve as Enterprise Services Team Lead of the Program Management Office (PMO) and will work with the PMO management team, technical teams, and Sponsor's mission-partners to ensure goals and requirements are gathered, clearly defined, documented, and tracked through to closure. The individual will also be responsible for working with internal and external stakeholders in supporting a highly visible and fast-paced global network project that leverages engineering management principles.

Role and Responsibilities:

Lead a team of professional and technical personnel supporting the PMO and collaborating with other teams to advance the PMO's mission, in accordance with contract requirements and company policies, procedures, and guidelines.

  • Responsible for all aspects of the development and implementation of assigned tasks and single point of contact (POC) for those tasks.
  • Lead all tasks associated with the PMO's Enterprise Services and associated deliverables, including the Network Resource Team's (NRT) monthly meeting.
  • Utilize available Enterprise Services data to develop metrics for the PMO and clients.
  • Develop plans and schedules for assigned tasks and integrate them into the PMO Master Schedule
  • Participate in the development and execution of budgets, spending plans, and other strategic tools associated with assigned tasks.
  • Take tasks from the original concept through final implementation.
  • Develop strategies, manage tasks, solve complex problems, and improve processes.
  • Research complex topics at both conceptual and moderately detailed levels and provide readout briefings.
  • Author Standard Operating Procedures (SOPs), governance documents, technical documents, protocols, and other documentation as required by the PMO and client.
  • Maintain the program's document repository as required by the PMO and client.
  • Collect, consolidate, and organize comments to create documents and briefings for PMO and client approval.
  • Use and enforce program-approved templates for internal and external documents.
  • Review all team documents before they are presented to the Program Manager, Program Executive, and Deputy Program Executive for approval and dissemination.
  • Participate in executive-level engagements, meetings, briefings, and written communications as required by PMO and clients.
  • Plan and facilitate meetings, to include the Business Working Group (BWG), Resource Authority (RA) Forums, Technical Authority (TA) Forums, and other ad hoc meetings/summits/conferences as assigned by the PMO.
  • Create schedules and send read-ahead materials, agendas and other applicable discussion topics.
  • Create and provide briefings/presentations and other appropriate content using Microsoft Office products such as Excel, PowerPoint, and Word.
  • Facilitate discussions on technical issues and convey information clearly to non-technical individuals.
  • Capture meeting notes, prepare minutes, and disseminate them along with action items.
  • Track and update assigned actions and brief their status to the PMO and clients.
  • Create appropriate content using Microsoft Office products such as Excel, PowerPoint, Outlook, and Word utilizing the PMO-approved templates.
  • Work independently and/or as part of a team.
  • Monitor and contribute to the program's management system and client's action tasking system.
  • Coordinate with PMO and client's leadership in finalizing responses to incoming actions, trackers or other inquiries related to the program.
  • Create, coordinate, and work internal action items and assigned portions of the Master Schedule to completion.
  • Depending on assigned task/project, be prepared to create/update/maintain instances in ServiceNow, Confluence, SharePoint, and/or JIRA.
  • Provide support to a complex organization in a fast-paced operational environment.
  • Interact with multiple external stakeholders at various employee levels, including Senior Executive Leaders.
  • Operate effectively in ambiguous situations by making sound, timely recommendations and considering alternative solutions. Develop appropriate plans, lead them to completion by adhering to schedules, meeting deadlines, and ensuring steady progress.
  • Proactively and professionally engage, communicate and collaborate with team members in the creation of professional products for PMO and client approval.
  • Network and build rapport with IC partners to maintain open lines of communication
  • Organize tasks, collaborate with team members, and utilize interpersonal skills to effectively complete tasks.
  • Be proactive and a self-starter.

Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • A Bachelor's degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • BS 12-15, MS 10-13, PhD 10+
  • Ability to fully coordinate master project schedules.
  • Ability to coordinate information flow between programs and organizational managers.
  • Ability to establish functional and technical specifications and standards, resolve hardware and software interface problems, define input/output parameters, and full system or subsystem integration.
  • Ability to provide a total systems perspective, including a technical understanding of hardware and software relationships, dependencies, and requirements.

Desired

  • A Master's degree (or equivalent experience) in a field related to the position.
  • At least 15 years of experience.
  • At least 3 years of experience in the IC.
  • Ability to test and evaluate hardware and software to determine efficiency, reliability, and compatibility with existing systems.
  • Ability to identify system performance measures or indicators and recommend corrective actions to improve performance relative to system goals.
  • Ability to work in a dynamic and challenging environment.
  • Ability to coordinate with engineers, systems analysts, programmers, technicians, scientists, and top-level managers in the design, testing, and evaluation of systems.
