MANTECH seeks a motivated, career and customer-oriented Cyber Technical Surveillance Countermeasures (TSCM) Lead to join our team in Springfield, VA.

Responsibilities include but are not limited to:
  • Ensure Cyber TSCM Mission Readiness and Compliance: Guarantee that Cyber TSCM missions are adequately staffed and aligned with the NGA TSCM program, TSSC modernization goals, and the Office of Counterintelligence Technical CI Division. Maintain expertise in all national and agency policies, ensuring strict compliance with all reporting and training requirements.
  • Conduct and Oversee TSCM Operations: Execute TSCM operations consistent with National and DoD policies, ensuring NGA's adherence to ICD 705 Physical Security Standards for SCIFs and DoD standards for collateral areas. Identify and mitigate physical and acoustical security deficiencies through effective corrective actions and cost-effective recommendations.
  • Provide Technical Security Expertise and Guidance: Offer technical advice and assistance related to CI and TSCM, including recommendations for NGA facilities under construction. This involves analyzing complex physical and technical security issues and assessing electronic processing equipment for vulnerabilities.
  • Prepare and Disseminate Specialized Intelligence Products: Develop comprehensive technical risk assessment products, TSCM reports of inquiry, after-action reports for external engagements and exercises, tailored briefings, and other essential administrative communications to support the CI mission.
  • Execute Daily Cyber TSCM Missions: Lead daily Cyber TSCM missions by coordinating with NGA Cyber stakeholders, effectively installing Cyber TSCM equipment, conducting thorough analysis of cyber data, investigating findings collaboratively, and briefing customers on results within established timeframes.


Minimum Qualifications:
  • 10+ years experience writing and editing of technical documents.
  • Possess certification from TSCM for Information Systems
  • Must have an Interagency Training Center (ITC) TSCM Certification
  • Must complete at least 40 hours of discipline-specific development or refresher training every fiscal year. The NGA customer will sponsor Government-offered, discipline-specific development or refresher training IAW National and DoD standards
  • Shall meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance.


Desired Qualifications:
  • Telephone security experience (i.e., with Telephone Security Group (TSG) requirements)
  • Knowledge and experience with Voice over Internet Protocol systems, Cloud systems and network architecture, and their associated vulnerabilities.
  • Bachelor's degree in Computer Science, Engineering, or a related technical discipline
  • Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)


Clearance Requirements:
  • Must have a TS/SCI with the ability to pass a CI Poly


Physical Requirements:
  • The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
