Duties

  • Serves as the command subject matter expert for Joint Warfighting Concept's (JWC) Joint Concept for Contested Logistics (JCCL) activities.
  • Incumbent is the subject matter expert on NORAD Region logistics operations and Arctic sustainment responsible for interpreting, developing, and establishing long-range, intermediate, and short-range HD joint logistical plans.
  • Serves as the J4-HD subject matter expert and advisor for logistical strategic level contingency planning and operations in support of existing and emerging missions.
  • Develops, implements, facilitates, synchronizes, and executes long-range and crisis action planning, operational plans, policies and programs with a variety of organizations in support of the Commands' Homeland Defense mission.
  • Serves as the logistics representative to NORAD and USNORTHCOM regarding homeland defense missions tasked in the Joint Strategic Campaign Plan.

    Qualifications

    In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of Joint logistics doctrine, Federal Logistics doctrine, regulations and National Laws that impact or influence DOD logistics support operations and planning within the Homeland; understand federal and DoD authorities, policies, directives, instructions and laws that enable or constrain sustainment of DOD Title 10 forces within the Homeland and with NORAD or Theater Security Cooperation partner nations. Expert knowledge of analytical and evaluative methods required to support the development of strategic logistics plans and policy in support of NORAD and USNORTHCOM Homeland Defense and the Combatant Command Campaign Plan. This includes Secretary of Defense and Joint Staff level synchronization and global integration of national and Combatant Command (CCMD) logistics plans. Expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Expert knowledge of national security documents from the National Security Council, Homeland Security Council, and Office of the Secretary of Defense necessary to assess and interpret National Military Strategy and how it impacts strategic logistics planning and operations for NORAD & USNORTHCOM Homeland Defense plans and operations. Advanced management knowledge of the joint command and control process, military joint operations doctrine; interactions between the Chairman Joint Chief of Staff (CJCS) logistics planners, and how to lead integration efforts among HQ NORAD and USNORTHCOM, NORAD Regions, Service Components, DOD Agencies and other national emergency agencies. In-depth knowledge of the roles and organizations so as to lead national and regional level logistics planning efforts among supporting Global Combatant Commands, military service components, federal, state, and local agencies for national and regional level homeland defense planning efforts that result in changes or adjustments in national level strategy, policy, or resource allocation. Methodical knowledge and understanding of the National Response Framework, specifically Essential Support Function (ESF) #7 - Logistics Management and Resource Support and ESF #6- (Mass Care, Emergency Assistance, Housing, and Human Services). Knowledge and skills are used to identify and integrate requirements from various interagency logistics specialty areas into a cohesive and comprehensive DOD sustainment plan in support of interagency operations that support DOD and CJCS objectives; resolve complex joint military and/or national interagency logistics problems; to include the synchronization of new interagency logistics developments and doctrine; independently evaluate and edit existing logistics plans and policies pertinent to both Homeland Defense plans and support documents; and to work with foreign governments (Canada, Mexico, and the Bahamas) on logistics support planning initiatives.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1.Knowledge of joint logistics management principles, concepts, policies, and regulations, including ability to analyze and evaluate logistics programs, strategic planning, and activities. Knowledge of Department of Defense and Federal Emergency Management Agency (FEMA) sustainment principles, concepts, policies, and regulations, including knowledge and ability to review, analyze, and evaluate logistics operations and limiting factors. Knowledge of U.S military doctrine; Joint policies and procedures; DOD, Services, and Joint organizational structures, and federal emergency organizations.
    2. Skill in leading, facilitating, and managing staff members who must work together to establish and implement processes and procedures for dealing with a wide range of strategic and national logistics situations focused on homeland defense and emergency preparedness and response.
    3.Skill in maintaining readiness assessment status via automated systems.
    4. Ability to use logistical technology systems and capabilities in order to effectively accomplish assigned logistics missions.
    5. Skill in organizing and leading special study teams comprised of functional subject matter experts from a variety of federal and DOD organizations to analyze, present findings, and offer proposed recommendations to executive level decision makers for both strategic and operational sustainment problem sets.
    6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of logistics incidents necessary to develop informed, timely, and economical solutions for advising senior leadership. Ability to direct and manage complex studies and analyses that involve collating and coordinating multiple disciplines and practices within the supply chain community across various groups and directorates for the purpose of developing and revising strategic and operational logistics support concept plans and Logistics Supportability Analysis.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
