Description
The National Security Sector, Force Protection Solutions Division is seeking an accomplished Senior Program Manager to support succession planning in our Edgewood, Maryland office delivering results-oriented, secure, highly available, and cost-effective services for a complex, single award IDIQ contract that engineers and implements Army-wide access control systems.
The Army’s electronic Physical Access Control System (ePACS) authenticates personnel against multiple authoritative State and Federal databases, supporting standardization and integrated automation of Installation Access Control Point (IACP) operations that generate efficiencies across the Army Security Enterprise.
The successful candidate will thrive in succession activities with the ultimate goal of leading the program and managing the $250M valued contract vehicle consisting of multiple delivery orders at Army installations in CONUS, OCONUS, AK, HI and PR to include: ensuring high quality and on-time delivery of projects throughout their entire lifecycle; collaborating with a diverse workforce within a matrix environment; communicating effectively in obtaining and synthesizing requirements from external stakeholders, while working with the team to implement new technical solutions leveraging advanced concepts; managing resources, budget, schedule, customer engagement, and ensuring high end-user satisfaction; and possessing strong creative, communication, and collaboration skills.

- Leads, manages and integrates day-to-day execution of enterprise activities in accordance with contract requirements and ensures technical, schedule, cost, and financial performance.
- Oversees multiple project teams, ensuring goals are reached.
- Interfaces with task and functional leaders, subcontractors, and support personnel to ensure program success.
- Serves as the primary customer contact and maintains a high degree of collaboration with all stakeholders, including key customers at Fort Belvoir in Fairfax County, Virginia.
- Defines project baselines then executes the program to comply with baseline requirements.
- Identifies risks, develops mitigation strategies, and facilitates resolution.
- Champions performance excellence and continuous service improvement.
- Maintains and ensures compliance with organizational standards of satisfaction, quality, and performance.
Basic Qualifications:
- US Citizen with DoD Secret clearance or ability to obtain.
- BA/BS or equivalent experience with minimum 15 years program management experience.
- Mastery in leading large, fixed price contracts valued over $200M.
- Mastery in managing budgets, schedule, and resources of large enterprise programs with demonstrated experience in concepts as defined by the Program Management Institute (PMI).
- Mastery of technical disciplines/skills associated with ensuring operational effectiveness of programs and simultaneous oversight of projects/applications across a large enterprise.
- Mastery in cybersecurity and personally identifiable information (PII) for commercial and government customers.
- Desire for continuous learning and working with/leading in a multi-talented team environment.
- Ability to travel 15-25% to customer sites (CONUS, OCONUS – Passport required).
Preferred Qualifications:
- PMP Certification.
- College-level master’s degree in project management, system management, or computer network disciplines.
- Experience with physical security systems and access control system projects in a cloud environment for the US government.
- Experience with Army force protection/emergency management, including their key stakeholders (OPMG, IMCOM).
