Summit Technologies, Inc. is in search of a Program Manager (Key Personnel) who shall serve as the single point of contact between the Contractor and the Government for all matters pertaining to the management and execution of the task order. The PM is responsible for the overall direction, coordination, and control of all contract activities, including those performed by subcontractors, to ensure compliance with task order requirements. The PM shall provide strategic leadership, ensure alignment with GSA and Federal Government priorities, and deliver efficient, high-quality, and timely program support. This position will be an on-site role at the designated primary location, five (5) days a week, unless otherwise agreed upon by the Government. You must have a DoD Top Secret Clearance. This is for a proposal that is in its early stages and this contract has not been awarded yet.
Duties and Responsibilities
Strategic Thinking: Formulate objectives and priorities, and implement plans consistent with the long-term interests of GSA and the Federal Government. Ensure contractor team activities are aligned with overarching Federal guidelines and agency goals.
Planning and Oversight: Plan, organize, direct, and control all task order activities performed by the contractor and subcontractors. Ensure comprehensive and accurate delivery of all services and deliverables in accordance with contract requirements.
Leadership and Team Building: Provide proven positive and effective leadership that inspires team commitment, pride, and trust. Instill and enforce a collaborative, unified team approach across contractor and subcontractor staff.
Conflict Management: Anticipate, identify, and respond to conflicts rapidly. Resolve issues constructively to prevent non-productive confrontations and foster an environment of respect and cooperation.
Interpersonal Skills: Promote a culture of respect, courtesy, and sensitivity. Model appropriate behavior and ensure these expectations are instilled across the contractor team.
Oral and Written Communication: Develop and deliver clear, concise, and convincing oral and written communications to Government stakeholders. Ensure communication practices are consistently reinforced across the team.
Program Reporting: Present task order status, progress, risks, issues, budget, change management, quality management, training, and other key metrics to the GSA on a schedule established by the Government.
Continuous Improvement: Periodically assess program management tools, recommend efficiencies, and implement Government-directed changes. Integrate GSA-provided systems (e.g., ServiceNow, SharePoint, Google Drive) as required.
Resource Management: Ensure sufficient resources, authority, and autonomy are available to effectively manage all program requirements and deliverables.
Required Qualifications
Experience: Minimum of ten (10) years of experience managing full lifecycle IT projects of comparable scope, scale, and complexity, including oversight of Key Personnel.
Knowledge and Skills: Demonstrated expertise in strategic planning, risk management, change management, conflict resolution, and quality management. Proven ability to lead cross-functional teams in a Federal contracting environment.
Education & Certifications
Bachelor’s degree from an accredited institution. In lieu of a degree, five (5) additional years of directly relevant experience managing IT projects of similar or larger scope may be substituted.
Current Project Management Professional (PMP) or Program Management Professional (PgMP) certification from the Project Management Institute (PMI), or equivalent certification accredited by ANSI. Certification must be maintained throughout the contract period of performance.
