Duties

***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP***

This position is located in an Air National Guard (ANG) Wing Inspector General (IG) Office. The Inspector General (IG) Superintendent oversees various complex IG activities, develops policy, and advises the Wing IG on effectively implementing The Inspection System, to include the Commanders' Inspection Programs (CCIP), as well as the Complaints Resolution, and Fraud, Waste, and Abuse (FWA) Programs. Work products impact a wide range of agency activities.

Serves as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Oversees multifaceted IG programs designed to independently assess unit(s) mission readiness, economy, efficiency, and state of discipline for the Wing; and provides timely, credible, and impartial information to program managers, policymakers, and leaders at all levels.

Responsible for planning and executing the various complex programs supporting of the Wing CCIP. Organizes and conducts independent evaluations of high-risk mission areas to identify issues interfering with readiness, economy, efficiency, discipline, effectiveness, compliance, performance, and surety.

Oversees the management of Wing instruction and develops goals using detailed analysis of the Wing USAP and IG systems of record, to include !GEMS, IGEMS-C and MICT. Ensures the Wing USAP is developed and continually refined to inform the CCIP of the Wing's overall health.

Serves as an independent IG in overall operation, administration, and management of the CRP, IG Investigations, FWA, and Whistleblower Reprisal program. Assists the Wing IG in the development, review, and implementation of local guidance; supplements to G-MAJCOM(s) policies and procedures to achieve prompt and proper resolution of investigations and inquiries under the IG CRP.

Coordinates with the Wing Commander and Wing IG to identify and apportion appropriate manpower to administer effective CCIP and CRPs as IG duty is a position of high public trust and personnel selected must be functional experts with a breadth of experience. Serves as a SME on IG force development and roles and responsibilities as outlined in DAF, G-MAJCOM(s) and Career Field Manager's guidance.

  • Position requires a secret security clearance; the incumbent of this position must obtain and maintain a secret clearance. Work may require access to higher classified information.
  • Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment
Qualifications

Military Grades: E7 - E8

SPECIALIZED EXPERIENCE :
1-year specialized experience equivalent to at least the next lower grade.
The work is to provide a variety of specialized technical and investigative work associated with complaints, reviews, and oversight functions. Investigative processes typically involve assessing a variety of programs' effectiveness, investigating, or analyzing different types of unusual conditions, problems, or questions. Conclusions and recommendations of investigations could result in changes to specific practices or activities of the installation.

Includes the development of command level guidance and provides a wide variety of specialized technical and investigative work associated with complex inquires, complaints, and exercises. Investigative and inspection/exercise processes typically involve assessing a variety of programs' effectiveness, investigating, or analyzing different types of unusual or complex conditions, problems, or questions. Results of the work affects the entire Complaints, Inquires, inspections program for the Wing, and ultimately the program of the National Guard Bureau as a best practice.

Work involves planning, organizing, and performing assignments to address the most complex problems or initiatives crossing a range of program areas. Work efforts result in detection and resolution of threats or challenges to the well-being of substantial numbers of people; cause changes in business practices of large important institutions; or serve as the basis for changes in the direction of major agency initiatives or in long-standing agency practices.

The work is assigned by the supervisor or designated employee. The employee independently plans and carries out assignments in conformance with accepted policies and practices. The supervisor or designed employee ensures appropriated factors have been considered, sufficient information or evidence has been gathered to support conclusions, and pertinent regulations and precedents have been applied. The supervisor or designated employee reviews completed work conformity with policy, the appropriateness of the employee's approach, technical soundness, and adherence to deadlines.
