Program Risk and Opportunity Manager

We are seeking a highly skilled and mission-focused Program Risk Manager to oversee enterprise risk management for a critical 24/7 government contract supporting national security. This role is responsible for identifying, assessing, mitigating, and continuously monitoring risks that may impact program execution, operational readiness, and mission assurance. The Program Risk Manager will serve as the primary advisor to program leadership on all risk-related matters, ensuring compliance with government requirements while maintaining the highest levels of operational integrity.
Responsibilities
- Develop, implement, and maintain a comprehensive risk management strategy aligned with government and contract requirements. Formulate and oversee risk mitigation plans, contingency strategies, and corrective action measures.
- Continuously monitor program operations to identify emerging risks (technical, operational, programmatic) and assess likelihood and impact. Ensure risk management processes are actively applied across all shifts and teams to support uninterrupted operations.
- Work closely with operations, program management, and customer representatives to proactively manage risk across all functional areas. Track risk metrics and trends, conduct lessons-learned reviews, and recommend process enhancements to strengthen program resilience.
Required Qualifications
- Bachelor’s degree or equivalent course work in risk management, business, program management, or related field
- Minimum 7–10 years of professional experience in risk management, program management, or operations within the defense, intelligence, or federal contracting environment.
- Demonstrated experience with enterprise risk management frameworks (NIST, DoD, ISO, PMBOK, etc.).
- Proven ability to operate effectively in mission-critical, high-tempo 24/7 environments.
- Strong analytical, decision-making, and communication skills, with the ability to brief senior executives and government officials.
- Experience in developing and managing risk registers, heat maps, and risk dashboards.
Preferred Qualifications
- Master’s degree in risk management, business, program management, or related field
- Risk management certification, CAPM, PMP or equivalent
- Experience supporting programs of record or large-scale government contracts.
