The DHS Portfolio Director (PfD) is responsible for the profit and loss (P/L) of the DHS market and oversees the tracking, capture, and execution of programs within DHS. The PfD is accountable for the growth and execution of contractual items under the respective contract terms and conditions. This position serves as the primary point of contact with DHS clients, supporting the PM's in managing contract execution, which may involve multiple tasks and groups of personnel across various locations.
The PfD establishes and maintains technical and financial reports demonstrating portfolio progress, delegates responsibilities to subordinates, and ensures the successful completion of contracts and task orders. They keep Business Unit leadership informed of the overall portfolio status, including all relevant projects and their potential impact on the organization's strategic vision. The PfD also manages client interfaces at the DHS Program Manager (PM) and Contracting Officer Representative (COR) levels and may, when necessary, assume direct responsibility for contract support operations.

Basic Requirements:
- B.S. degree in Business Administration, Management, Public Administration, Information Technology, or a related field
- Master's degree in relevant discipline (MBA, MPA, or equivalent) preferred
- 10+ years of progressive experience in portfolio, program, or project management, including oversight of multiple large-scale federal contracts
- 5+ years of senior leadership experience with responsibility for profit and loss (P/L), strategic planning, and business development in the federal contracting environment
- Demonstrated success in managing Department of Homeland Security (DHS), including direct interaction with government stakeholders (PMs, CORs, COs)
- Proven track record of driving growth, leading capture and proposal activities, and expanding a federal agency account portfolio
Responsibilities:
- Serve as the organization's Subject Matter Expert (SME) in identifying, growing, and executing DHS portfolio requirements-related projects.
- Establish a regular cadence with customer stakeholders
- Oversee the preparation, editing, and assembly of reports required for meetings and presentations.
- Collaborate effectively with internal divisions and branches to accomplish tasks.
- Identify opportunities and lead capture and proposal efforts to expand the DHS portfolio.
- Mentor and develop subordinates.
- Partner with government Project Management Division staff to plan, control, and monitor all relevant program objectives, activities, and initiatives.
- Manage and direct assigned project resources to achieve portfolio objectives.
- Ensure timely distribution of all deliverables and resolution of issues.
- Develop and edit regularly scheduled status reports for the Business Unit leadership.
- Drive growth, manage P/L, lead proposals, and support business development initiatives.
