RiVidium Inc. is seeking a Senior IT Program Manager with extensive experience leading enterprise application teams using Agile methodologies (SCRUM/Kanban) and overseeing development and operations of Governance, Risk, and Compliance (GRC) platforms, specifically RSA Archer. The successful candidate will manage cross-functional teams, drive platform enhancements, ensure compliance alignment, and serve as the primary point of contact for enterprise GRC activities across multiple HHS Operating Divisions (OpDivs).
Responsibilities for this position shall include, but are not limited to:
- Lead project and program management activities for the enterprise GRC platform (RSA Archer), including development, testing, stakeholder engagement, and release planning.
- Oversee application support and delivery aligned with System Development Life Cycle (SDLC) and Enterprise Performance Life Cycle (EPLC).
- Coordinate Agile ceremonies including sprint planning, reviews, retrospectives, and executive briefings.
- Manage project schedules, task assignments, incident queues, and resource allocations using tools such as ServiceNow, Remedy, and MS Project.
- Facilitate Change Control Board (CCB) processes and ensure updates are documented with clear risk and system impact analysis.
- Track and report on risks, Plan of Action and Milestones (POA&Ms), compliance activities, and support FISMA and Zero Trust initiatives.
- Deliver regular reporting, including weekly status updates, change requests, and metrics briefings for leadership and stakeholders.
- Collaborate with federal stakeholders, system owners, and technical teams to ensure operational readiness and alignment with HHS security and privacy governance.
- Support integration of OSCAL-based documentation for ATO planning and audit readiness.
- Maintain comprehensive project documentation, decision logs, milestone tracking, and onboarding materials.
- Provide leadership across contractor and federal teams to ensure transparency, situational awareness, and unified project goals.
- 10+ years of project/program management experience in enterprise IT environments, including Agile development and application lifecycle oversight.
- Proven experience managing RSA Archer or similar GRC platforms.
- Bachelor's degree in Information Technology, Business, or related field.
- Strong working knowledge of HHS security, privacy, and policy governance, as well as federal compliance frameworks.
- Certifications such as Project Management Professional (PMP), Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), or Archer Certified Associate.
- Experience supporting Federal ATO processes, FISMA audits, and OSCAL-based compliance documentation.
- Strong communication, leadership, and organizational skills with the ability to manage cross-functional teams and deliver results under strict timelines.
