The Program Manager II is the contractor's primary liaison with U.S. Customs and Border Protection (CBP) leadership, responsible for managing all aspects of the Technology Service Desk (TSD) contract. This position ensures performance objectives are met, staff are effectively managed, and CBP missions are fully supported.

This contract is contingent upon award.

Location

The Program Manager II is based in the Washington, DC / Ashburn, VA area to ensure availability for CBP headquarters and executive meetings. Remote work is authorized, but periodic on-site presence at CBP HQ is required.

Clearance Requirements

Must be able to obtain and maintain a CBP background investigation (BI).

Essential Roles and Responsibilities
  • Serve as the contractor's primary point of contact with the COR and senior CBP managers.
  • Provide leadership and accountability for all contract services and deliverables.
  • Ensure program compliance with CBP standards, DHS policies, and ITIL/HDI best practices.
  • Oversee staffing, operations, quality, and reporting.

Qualifications

Education: Bachelor's degree in IT, Management, or related field.

Experience: Minimum of 5 years managing a 24x7 IT service desk with 50+ staff.

Certifications: PMP or equivalent strongly preferred.

Automated Commercial Environment (ACE) Requirement:

Proven experience managing programs that support Automated Commercial Environment (ACE), including oversight of Tier I and Tier II operations supporting trade, compliance, and enforcement.

Desired Skills
  • Experience working with DHS/CBP enterprise IT systems and service desk environments.
  • Strong leadership in multi-site, multi-task service desk contracts.
  • Bilingual English/Spanish and leading Bilingual teams.
