Duties

  • Executes executive management and oversight of contract services at the 71st Flying Training Wing.
  • Represents 71st Flying Training Wing to AETC, Air Force and DoD on all aspect of aircraft maintenance contract operations.
  • Oversees the quality of the aircraft and support maintenance performed by the contractor based on expert knowledge of Quality Management System (QMS), aircraft maintenance management, and contract management adherence.
  • Assesses compliance of contractors QMS in execution of contractual requirements and mission accomplishment.
  • Performs supervisory duties over a limited number of civilian employees that does not constitute a major duty and occupies less than 25% of the incumbent's work time.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Mangement Support Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Extensive knowledge of T1, T6, and T38C aircraft, associated systems and equipment, and applicable armament/weapons/munitions to plan and implement an effective and economical quality assurance program.
Thorough knowledge of established technical procedures and requirements related to quality assurance principles, methods, plans, and policies to determine conformance to DoD, Air Force, AETC and AFICA. Comprehensive knowledge of established technical policies, procedures and quality requirements related to aircraft maintenance. Mastery in applying data gathering methods and leading/lagging aircraft metrics, QMS statistical methods, used gathered data use to prepare a detailed reports that accurately assess contract performance. Mastery in creating technical guidance and documents to ensure quality assurance program elements and contractor provided QMS meet or exceed established guidelines. Extensive knowledge of the 71st FTW's mission, as well as AETC's objectives, procedures, and policies regarding QMS, QA, contract oversight/administration, and supply chain management. Expert in root cause analysis, identifying systemic problems in complex situations, devising and assessing, accurately assessing the viability of contractor recommended solutions and contractor organizational performance, and providing accurate assessment of contractor operations to 71st FTW/CC, HQ AETC, HQ Air Force, and DCMA.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of quality assurance (QA)/quality management systems (QMS) concepts and operating principles/methodology, aircraft maintenance management, and contract management and oversight of DoD, Air Force, and AETC aircraft maintenance service and logistics support contracts; Applies technical expertise in QMS, aircraft maintenance management, and contract management in the most complex situations for DoD, Air Force, and AETC aircraft maintenance service contracts that can be used to innovate and develop conceptual approaches in developing policy, procedures, and practices at all levels of the DoD.

2. Provides overall program administration, administrative guidance, and program guidelines that contribute to 14 FTW, AETC, Air Force and DoD policy guidance in the areas of work assignments related to organizational management in the areas of QMS, maintenance management, and contract oversight; Applies technical expertise in QMS, aircraft maintenance management, and contract management in the most complex situations for DoD, Air Force, and AETC aircraft maintenance service contracts that can be used to innovate and develop conceptual approaches in developing policy, procedures, and practices at all levels of the DoD.

3. Ability to communicate clearly and effectively in oral and written communications to multi-national corporations, wing, AETC, Air Force, and DoD agencies for the purpose of negotiating and settling significance issues in contractual quality deficiencies, persistent noncompliance, labor disputes, and issuing the appropriate corrective action.

4. Technical knowledge of in-depth aircraft maintenance of T-1, T-6, and T-38C aircraft, associated systems and equipment, and applicable armament/weapons/munitions; Extensive knowledge of supply chain management theory and application as pertaining commercially operated, managed base supply (COMBS) contracts. Proficient in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Extensive knowledge of analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.

5. Mastery of maintenance management metrics to include leading and lagging indicators that integrate and incorporate predictive analytics for the purpose of verity the quality and timeliness of contacted aircraft maintenance services focused on fleet health, pilot safety, and mission production.

6. Thorough knowledge and understanding of source selection processes that includes Service Summary (SS) development, PWS development, QASP development, and synthesizing the source selection elements of technical proposal, cost, and past-performance that accurately captures bidder capabilities to accomplish the 71th Flying Training Wing mission; Comprehensive knowledge of the FAR Part 46- Quality Assurance and other key FARs parts as they pertain to performance-based service contracts, as well as DoDI 5000.72, DCMA INST 8210.1, AFI 63-138, AFI 21-101, AFI 21-101_AETCSupplement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
