Universal Consulting Services (UCS) a subsidiary of Tria Federal (Tria) is seeking a Project Manager Level II to enhance administrative and operational support services for our federal customer at the Navy Bureau of Medicine and Surgery (BUMED) in Falls Church, Virginia.
This position will join a team of administrative professionals supporting healthcare operations, program management, data analysis, training programs. education programs in military healthcare related policies and programs.
The successful candidate will provide support to BUMED and promote safe and quality healthcare and operational readiness by providing application development and modernizing support services while accommodating a change in missions between the military Services and DHA and support the sustained mission of BUMED, provide support to Independent Duty Corpsman Reporting System (IDCRS) and Semantic Open-Source Software (SEMOSS) Application Development and Support, and development of visualizations, metrics and monitoring operations that fall under the responsibilities of BUMED to manage and/or monitor.
This job is hybrid, 40% on-site and 60% off-site.
Travel 25% or less.

Responsibilities:
- Provides the required skills and experience in facilitating the ad hoc support for production and maintenance support activities for the SEMOSS, and other application tool solutions leveraged for analytics, both front-end and back-end, including the Analytics/SME support, tools & technologies, databases, software, reports, and rapid application development.
- Manages all aspects of specific task orders, ensuring technical and financial solutions are executed on schedule.
- Oversees the timely implementation of delivery order schedules and project milestones
- Organizes, directs, and coordinates planning and production activities related to assigned delivery order projects.
- Demonstrates proficient writing and oral communication skills in support of project needs
- Ensures delivery of high-quality products and services across all assigned tasks.
- Develop and manage sprint cycles, task breakdowns, and milestone tracking.
- Use PMI standards for risk identification, issue resolution, and resource alignment.
- Monitor labor hours and cost estimates across subtasks.
- Deliver monthly burn rate reports and quarterly cumulative performance summaries.
- Facilitate configuration control boards and change approval workflows.
- Ensure alignment with Navy Medicine's policy, compliance, and readiness goals.
Minimum Experience Qualifications:
- Level II (Intermediate) 5-12 years' experience
- Bachelor's Degree Required (master's preferred); at least 5-12 Years of experience in the field or in a related area. Familiar with a variety of commonly used concepts, practices, and procedures. Relies on extensive experience and judgement to plan and accomplish goals. May lead and direct the work of others. May report to a supervisor or manager.
Requirements:
- Secret Clearance.
- Bachelor's Degree Required (master's preferred); at least 5-12 Years of experience in the field or in a related area.
Preferences:
- Preferred experience in a military health environment and an understanding of the military organization.
- Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook).
- Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions.
- Strong collaboration and teamwork skills with the ability to work independently and in a team environment.
- Possess strong editorial and writing skills and a keen understanding of different audiences.
- Excellent verbal and communication skills.
