The Senior Logistics Manager is responsible for overseeing and managing all logistics, government property, and supply chain operations in support of aviation maintenance and program objectives. This role requires extensive experience in Federal Acquisition Regulations (FAR) property management, Air Force logistics support, and Government Furnished Property (GFP) accountability. The Senior Logistics Manager ensures full compliance with FAR, Department of the Air Force Instructions (DAFI), Air Force Manuals (AFMAN), and contract requirements, while providing leadership and strategic guidance across supply chain and property functions.
Primary responsibilities include but are not limited to the following:
Logistics & Supply Chain Management
• Manage logistics programs including GFP, Materiel Management, and Transportation functions.
• Lead and oversee supply functions in accordance with DAFI 23-101 and AFMAN 23-122.
• Serve as M1’s Supply Lead to interface with the Contractor Operated and Maintained Base Supply (COMBS) Services provider, ensuring a collaborative and productive relationship. • Direct the expedited resolution of MICAPs and low-priority requests.
• Manage Due-In-From-Maintenance (DIFM) spares and ensure timely retrograde of reparable carcasses to the Logistics Readiness Squadron (LRS).
• Identify and mitigate supply shortfalls arising from low demand or surge requirements.
• Ensure compliance with Bench Stock, Shop Stock, and Work Order Residue programs.
• Utilize the Equipment Management System to validate authorizations, backorders, and equipment requirements.
Government Property & Compliance
• Implement and maintain a Government Approved Property Control System in accordance with FAR 52.245-1 and applicable Air Force Instructions.
• Execute cradle-to-grave transactional processing and maintain accountability for all GFP
. • Coordinate and oversee audit and inventory schedules.
• Interface with Government Property Administrators regarding reports, audits, surveys, and inventories.
• Ensure property management compliance with FAR Part 45 and contract requirements. Analysis & Process Improvement
• Analyze materiel management functions to identify constraints and implement preventive measures.
• Conduct performance analysis of Property Management, Mission Capability Management, Due-In-From-Maintenance, Awaiting Parts, and Bench Stock processes.
• Provide recommendations to senior leadership to improve logistics efficiency and accountability. Additional Duties as Assigned .
Qualifications and Experience:
Education
• Bachelor’s Degree in Supply Chain Management, Logistics, or Business Administration. Professional Certification (Preferred)
• Certified Supply Chain Professional (CSCP) (APICS) or compatible logistics/supply chain certification Air Force Supply Chain Experience
• Minimum 12 years of experience in Air Force core regionalized supply chain functions, including Stock Control, MICAP, and Equipment Management.
• Strong background in retail supply processes. Federal Acquisition & Property Management
• Demonstrated experience utilizing the Federal Acquisition Regulations (FAR), with emphasis on FAR Part 45 (Property Management).
• Direct experience in program property management under FAR 52.245-1.
• Proven success in establishing and maintaining a Government Approved Property Control System. Air Force Logistics & Compliance
• Air Force Logistics Support expertise, including working knowledge of Air Force Instructions (AFI).
• Familiarity with Item Unique Identification (IUID) tagging and registration processes.
• Working knowledge of managing large Government Property Accounts ($100M+) covering aviation material, tooling, ground support equipment, special test equipment, and facilities.
Security & Clearance
• Ability to obtain and maintain a Secret security clearance and base access as required by the contract. Working Conditions:
Work Environment: Duties are primarily performed in an office setting with frequent interaction across logistics, supply, and program teams. Periodic visits to hangars, flight lines, warehouses, and government facilities are required.
• Physical Demands: Work may require standing, walking, bending, or lifting light materials or equipment. Occasional lifting of items up to 25 pounds may be required.
• Travel: Some travel may be required to program sites, government facilities, or vendor locations in support of logistics and property management activities.
• Schedule: Standard workweek is Monday through Friday; however, extended hours may be required to support program needs, audits, inspections, or surge requirements.
