To qualify for an IT Specialist (APPSW), your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience
equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized
experience includes:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.
The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

- Serve as a senior SAP technical Subject Matter Expert (SME), providing expert guidance and leadership on enterprise SAP implementations, integrations, and sustainment across the full spectrum of DLA business systems and supply chain operations.
- Direct and orchestrate complex SAP development activities throughout the entire project lifecycle, from requirements gathering to post-implementation support;
- ensuring alignment with DLA's enterprise architecture, security requirements, and strategic business objectives.
- Provide specialized technical consultation to program managers and stakeholders to determine SAP specific requirements, explore solution options;
- and deliver high-impact business solutions using standardized SAP methodologies and industry best practices.
- Develop comprehensive acquisition strategies for SAP-related projects that optimize value, sustainability, and alignment with modernization initiatives, including detailed cost analyses and implementation timelines.
- Lead implementation of assigned SAP project segments, delivering expert guidance on the rapid deployment and integration of Commercial Off-The-Shelf (COTS), Enterprise Resource Planning, and Government Off-The-Shelf packages within the SAP ecosystem.
- Plan, organize, and execute comprehensive testing efforts for SAP modules and integrations, including unit testing, integration testing, user acceptance testing, and regression testing;
- ensuring functionality meets business requirements before deployment to production environments.
- Perform detailed technical analysis of SAP software/hardware proposals and emerging technologies, evaluating cost-effectiveness, technical feasibility, integration impacts on existing DLA systems, and alignment with DoD cybersecurity requirements.
- Serve as a critical liaison between DLA stakeholders and SAP development teams, facilitating clear communication channels, managing expectations, and ensuring timely implementation of necessary changes to optimize system performance.
- Analyze SAP cloud capabilities and solutions, documenting integration approaches, potential challenges, and migration strategies within the DLA environment, with particular focus on hybrid cloud architectures and FedRAMP compliance.
- Apply customer experience best practices to SAP implementations, ensuring user-friendly interfaces, optimal workflow designs, and intuitive self-service capabilities that enhance user adoption and satisfaction across the enterprise.
- Function as Contracting Office Technical Representative (COTR) for SAP-related contracts, managing vendor relationships, evaluating contractor performance;
- and ensuring deliverables meet technical specifications, quality standards, and timeline requirements while maintaining budget constraints.
- Develop and maintain comprehensive technical documentation for SAP systems, including system architecture diagrams, interface specifications, data models, and standard operating procedures to support ongoing operations and knowledge transfer.
