Pay Range
USD $125,000.00 - USD $150,000.00 /Yr.

Responsibilities
Key Responsibilities
Program Planning and Scope Definition:
- Develop program objectives, scope statements, and overall goals in alignment with the client's strategic mission.
- Ensure the program is consistent with objectives outlined by the Program Management Lifecycle (PMLC).
Project Integration and Oversight:
- Oversee multiple interrelated projects within the program to ensure alignment with broader departmental goals.
- Serve as the primary point of accountability for program delivery, directly reporting to senior leadership or stakeholders.
Execution of Acquisition Strategies:
- Implement program strategies that align with applicable federal acquisition regulations (e.g., FAR, Acquisition Manual).
- Ensure compliance with Acquisition Decision Event (ADE) processes and Acquisition Lifecycle Framework guidance.
Stakeholder Coordination and Communication:
- Maintain open communication with federal, state, and local stakeholders, ensuring collaboration across multiple agencies or divisions.
- Engage program stakeholders for all status updates, milestone reviews, and critical decisions.
Reporting and Status Updates:
- Produce timely, detailed reports and briefings for senior leaders and external oversight bodies such as the Office of Management and Budget (OMB) and Congress.
- Track program performance using Earned Value Management (EVM) or other federal-standard performance metrics.
Human Capital and Team Management:
- Lead cross-functional teams, including federal employees and contractor staff, to achieve program goals.
- Delegate tasks appropriately to ensure proper resource utilization and efficiency at all levels.
Resource Planning and Budget Management:
- Plan and manage all program resources, including budgets, timelines, and workforce, in line with the client's appropriations.
- Monitor expenditures to ensure adherence to cost and schedule baselines, mitigating risks of cost overruns.
Risk Assessment and Mitigation:
- Identify, assess, and mitigate program risks using formalized risk management tools and approaches.
- Document and oversee the resolution of program risks and issues in accordance with Risk Management Framework (RMF).
Regulatory and Policy Compliance:
- Assure compliance with federal laws, statutory mandates, executive orders, and client's policies.
- Address relevant government-wide mandates such as cybersecurity, sustainability, and workforce diversity initiatives.
Performance Measurement and Analysis:
- Define program Key Performance Indicators (KPIs) and success criteria in line with the client's goals.
- Conduct periodic reviews, such as Design Reviews and Operational Readiness Reviews, to assess progress against baselines.
Continuous Process Improvement:
- Promote the use of innovative approaches, data-driven decision-making, and lessons learned to improve program performance.
Technology and Systems Oversight:
- Manage the integration, deployment, and sustainment of technology in program operations (e.g., border security systems, cybersecurity initiatives).
- Partner with the client's Chief Information Officer (CIO) functions to incorporate IT governance requirements into program planning.
Lifecycle Management:
- Ensure readiness for the transition to sustainment operations post-program implementation, including necessary documentation and training.
- Other duties as assigned.
Qualifications
Qualifications - Here's What You Need
- A minimum of five (5) years' experience managing a service desk a 24 hour a day, 7 day per week Information Technology (IT) service desk of at least 50 staff.
- DHS Suitability
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:
- Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
- Exceptional verbal and written communication skills, with the ability to develop and deliver compelling presentations.
- Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
- Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
- Must be self-motivated and able to work well independently as well as on a multi-functional team.
- Ability to handle sensitive and confidential information appropriately
- Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
Desired Qualifications:
- Relevant DHS experience is strongly preferred.
- Bachelor's Degree preferred
