Program Manager

The Program Manager (PM) leads and oversees contract execution for the FBI's Background Investigation and Analytical Support Services. The PM serves as the primary liaison to FBI contracting and technical officials, responsible for ensuring that Task Order requirements are delivered on time, within scope, and in compliance with security and quality standards.

Position is contingent upon contract award.

Must be a U.S. Citizen.

Must have an active TS with SCI eligibility and the ability to pass the FBI CI Polygraph.

Responsibilities :

• Serve as the overall program lead and principal liaison between the Government and Contractor
• Manage and oversee administrative and daily operations
• Serve as primary POC; facilitate effective communication
• Proactively identify and mitigate issues among Contractor personnel and between the Contractor and Government stakeholders
• Attend regular meetings with Government stakeholders to discuss workload, performance, and emergent issues
• Ensure quality control implementation
• Produce required contractual and programmatic reports and briefings
• Implement and exercise quality control for Contractor personnel to deliver services and products on schedule and within budget
• Be responsible for Contractor and personnel, work output and products, and contract deliverables
• Implement short (tactical) and long-term (strategic) work plans to ensure successful contract performance
• Establish and enforce work performance standards
• Coordinate with Government program offices for work schedule assignments
• Supervise Contractor personnel

Qualifications :

• Bachelor's degree required
• Five (5) years experience in managing Government contracts and CDRLS
• Eight (8) years managing in a specialty related to personnel security, which includes scheduling/supervising project personnel
• Must have ten (10) or more years of federal, state, local, or military law enforcement experience OR fifteen (15) years of experience managing work performance and supervising people, including expertise in human resources and personnel security
• At least five (5) years of experience over the past ten (10) years OR two (2) years of experience within the last four (4) years directly related to managing/performing responsibilities related to background investigations and analytical support
• Prior experience managing all aspects of a full-scope BI program
• Experience with Executive Order (EO) 12960 and 12968, SEAD 4 and SEAD 7
• Experience as a functional practitioner of Continuous Vetting and Trusted Workforce 2.0, or programs similar in scope and scale

Preferred Qualifications :

• Master's degree in management, business, or related field

• PMP certification
