Silotech Group is seeking a highly motivated Capture Manager to drive revenue growth across multiple Indefinite Delivery/Indefinite Quantity (IDIQ) and Government-Wide Acquisition Contracts (GWACs). The Capture Manager will leverage Silotech's portfolio of existing contract vehicles-including DLA JETS2, GSA Polaris, OASIS+, 8(a) STARS III, GSA MAS, and Navy Seaport- NxG -to identify, qualify, and win competitive task orders. This role requires a seasoned federal capture professional with proven experience developing pursuit strategies, building teaming relationships, and leading capture efforts from opportunity identification through award.

Clearance Requirements

• Active Secret clearance preferred; TS/SCI a plus.
• Must be able to obtain and maintain a clearance as required.

Essential Roles and Responsibilities
  • Lead capture and bid efforts for task orders and RFQs/RFPs under IDIQs, GWACs, BPAs, and agency-specific contract vehicles.
  • Manage Silotech's pipeline of active and forecasted opportunities across DLA JETS2, Polaris, OASIS+, STARS III, GSA MAS, Seaport- NxG , and other agency-specific vehicles.
  • Build and execute comprehensive pursuit plans, including teaming, pricing, proposal strategy, and customer engagement.
  • Proactively develop teaming arrangements and subcontractor/prime relationships to maximize Silotech's competitive positioning.
  • Track and interpret federal procurement forecasts, eBuy postings, SAM.gov updates, and customer communications.
  • Collaborate with internal proposal, pricing, contracts, and delivery teams to ensure compliance, competitiveness, and win probability.
  • Shape task order requirements by engaging with customer stakeholders, agency acquisition offices, and industry partners prior to solicitation release.
  • Lead internal gate reviews and provide informed bid/no-bid recommendations.
  • Maintain strong awareness of customer mission priorities, competitor activities, and contract vehicle governance.
  • Meet or exceed revenue targets associated with assigned vehicles and task order pursuits.

Qualifications

Education

• Bachelor's degree required.
• Advanced degree or DAU/NCMA certifications (CPCM, CFCM, etc.) preferred.

Experience
  • 8-10 years of experience in federal business development, capture management, or task order pursuit execution.
  • Demonstrated success in winning task orders across major IDIQs and GWACs (DLA JETS2, GSA MAS, Seaport NxG , STARS III, OASIS+, Polaris, etc.).
  • In-depth understanding of federal procurement processes, FAR/DFARS, and agency-specific acquisition strategies.
  • Proven ability to develop teaming agreements, manage partnerships, and negotiate win-win relationships with primes/subs.
  • Experience leading capture teams through full lifecycle from opportunity identification through award.
  • Exceptional ability to build relationships with contracting officers, program managers, and agency stakeholders.
  • Strong knowledge of pricing strategies, proposal development, and compliance requirements specific to task order responses.

Certifications

• DAU or NCMA certifications (CPCM, CFCM, etc.) highly desirable.
