The Telecommunications Specialist will be responsible for reconciling all Landline Telecommunications Services ie., Circuits, Analog Lines, ISDN and VOIP. They will review billing information to ensure accuracy, facilitate disconnections and reallocations of incorrectly placed numbers. They are entrusted with managing the BAC (Billable Account Codes) for their respective government agencies. May perform Telecom functions associated with roles as a Project Manager, Expense Management, and Telecom Auditing.

DUTIES AND RESPONSIBILITIES:
• Support or coordinate Telecommunications Projects and associated services listed in service catalog.
• Coordinate policies and relationships between existing DoD Components within the NCR.
• Provide policy guidance for the use of all commercial telecommunications equipment and services by the DoD Components in the NCR.
• Serving as chief liaison between customer and external and internal Telecommunications Service providers.
• Reviewing over 70 + BAC’s (Billable Account Codes) for accuracy.
• Budget for telecommunications requirements.
• Work directly with vendors to order routine services including line installations, line and station disconnections, moves, rearrangements, and pager and mobile technology service and equipment requests.
• Ensure implementation of internal management controls to safeguard telecommunications assets and to properly certify bills.
• Generating billing information using, Service @Once (Verizon) any other vendor specific software or internet based portal.
• Reviewing BAC bills to identify unused numbers or circuits via usage reports provided by carriers and vendors.
• Review Audit findings with customers to discuss billing and audit results.
• Supporting Senior Telecommunication Service Officers (TSCO) with billing inquires, billing investigations, and validating all landline bills as necessary.
• Conduct an inventory of telecommunications services and facilities provided to the DoD. Components in the NCR every 2 years. Equipment, primarily switches, shall be inventoried annually.
• Basic TSCO duties as necessary, per DOD Instruction Number 4640.07
KNOWLEDGE, SKILLS AND ABILITIES:
• Prefer Verizon Service@Once experience
• Prefer to have Telecommunications Auditing and Billing experience
• Prefer to have Telecom Project Management experience
• Familiar with Telecommunications i.e., VOIP, ISDN, Circuits, Analog, Cable TV, IP Television, Secure Telecommunications (STE, VOSIP, JWICS) etc.
• Minimum of a DoD secret clearance required or be clearable (clean criminal and credit history, US Citizen)

WORK HOURS:
Normal duty hours: Monday through Friday, eight (8) hours per day unless a specific event is required. This is currently a position that is onsite one (1) day and virtual the rest of the week.

LOCATION: Arlington, VA
CLEARANCE: Active DoD Secret clearance is preferred.
