Responsibilities
- Provide a full range of investigative and managerial tasks to assist the Office of Security Operations in planning, implementing, maintaining, managing and refining the services and processes required to ensure an effective and efficient process for vetting all private sector partners, OTAs nominations and NPCP candidates for access to sensitive and classified information
- Responsible for all private sector employees (PSEs) Tier 3 (moderate) and Tier 5 (high) background applications.
- Review forms to identify investigative leads, assign investigative leads to the respective Field Offices or service for completion. Review all completed investigative leads for accuracy and completeness and upload results.
- Process candidates for access to sensitive and/or classified information, outreach and coordination with private sector partners, divisions, Field Offices, and other critical stakeholders.
- Track and maintain all requirements associated with participants, draft reports, create power points and briefings.
- Maintain internal and external databases
- Interpret, analyze and evaluate the information and set appropriate leads as needed to complete the investigations.
- Serves as liaison and coordinate logistics with multiple units, field offices, and divisions concerning private sector security clearances.
- Coordinate with senior level executives inside and outside the bureau to foster a professional, superior customer-service oriented program.
- Serve as the back-up PM when the PM is absent
- Assist the PM to draft and prepare monthly status reports documenting all pending and completed requests for executive management. Prepare correspondence, reports, briefings, and other documents and maintain appropriate files, both hard and soft copies
- Develop and update Standard Operating Procedures (SOPs).
- Assist with drafting content for internal and external websites. Assist the PM in routinely reviewing content for accuracy.
- Assist the PM creating new participants records, update all data fields in the PSCP Excel tracking database, conduct weekly integrity audits to ensure the data input is captured and is accurately displayed on the graphs, charts, and reports.
- Perform a variety of general management functions to include the preparation of management briefings, creating memos and reports in addition to highly complex functions to identify inefficiencies, streamline processes, eliminate redundancies, evaluate performance measures, and ensure processes meet valid requirements.

Qualifications
- Bachelor's degree in security, business intelligence or related field required
- Active TS Clearance with SCI Eligible.
- Must successfully pass a Counter-Intelligence polygraph and obtain SCI access.
- Minimum of 10 years' experience conducting, directing or evaluating Top Secret/Secret investigations with preferred experience in counterintelligence/espionage, counterterrorism, criminal matters and personnel security investigations.
- Minimum of 5 years demonstrated experience analyzing investigations, record checks and other information as necessary for the purpose of making a written record of the accuracy and completeness of the investigation and to enable the FBI SPM to make an accurate security adjudication decision.
- Minimum of 3 years demonstrated experience developing and writing Reports on Investigation upon which a security and/or suitability adjudication record can be created.
- Minimum of 3 years demonstrated knowledge, based on application, of the following security-related/investigations guidelines:
- Executive Order 12968, "Access to Classified Information"
- Executive Order 10450, "Security Requirements for Government Employees"
- Intelligence Community Directive 704, "Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information and Other Controlled Access Program Information"
- National Industrial Security Program Operations Manual (NISPOM)
- OPM Adjudicative Guidelines
- Attorney General Guidelines
- National Foreign Intelligence Program Manual
- United States Code of Federal Regulations
- Minimum of 5 years demonstrated experience in 1811 federal law enforcement and in conducting traditional investigations, background investigations and security investigations.
- Advanced degree Preferred
- Must be familiar with the Federal Investigative Standards concerning background investigation, specially the investigative requirements for Teir-3 and Tier-5 investigations.
- Must become familiar with FBI internal background investigations policy and procedures.
- Excellent communication skills, both oral and written.
- Possess excellent computer skills to include proficiency in MS Office Suite Products.
- Must have proficiency specifically with Excel to include knowledge of how to create Excel formulas, create charts and graphs from Excel data.
- Demonstrated working knowledge of Microsoft Office software applications; conduct research and/or open-source checks in aid of investigations; and ability to become acclimated to the various FBI and community IT systems for conducting automated record checks.
