Overview
We are seeking a Mid to Senior Financial Analyst to provide Business and Financial Management Support to PMS 525 International Small Combatants.

As a Business and Financial Management (BFM) Analyst, the position will require tracking commitments, obligations, and expenditures, generating Purchase Requests, developing spend plans and preparing financial briefing material for a NAVSEA Foreign Military Sales (FMS) Ship Building program.

Responsibilities
As a Business and Financial Management (BFM) Analyst, the position will require tracking commitments, obligations, and expenditures, generating Purchase Requests, developing spend plans and preparing financial briefing material for a NAVSEA Foreign Military Sales (FMS) Ship Building program.
- Prepare, stage and track financial/funding documents in Navy Enterprise Resource Planning (ERP).
- Pull and analyze financial reports from MISIL and Navy ERP to support FMS case execution.
- Monitor obligation and expenditure data to achieve obligations and expenditure goals.
- Compare financial data to financial spending plans and reconcile discrepancies for monthly financial status reviews.
- Prepare execution data reports for regularly scheduled execution reviews.
- Manage, coordinate and track Government Furnished Equipment (GFE) 7300 forms and Obligation Phasing Plans (OPP) submitted by Participating Acquisition Resource Managers (PARM).
- Ensure data submitted in 7300s, OPPs and Task Planning Sheets matches phasing and spending plans and meets program funding level objectives.
- Develop presentations with narrative and statistical analysis of current funding, projected spending, and budget limitations; ability to explain discrepancies and identify potential solutions.
- Salary range: $75,000-$130,000 depending on experience and qualifications
Skills Required
- Basic:
- Bachelor's degree or equivalent combination of education and experience
- 5-10 years of experience in DoD / United States Navy financial management
- Experience with Navy Enterprise Resource Planning (ERP)
- Excellent communication, organizational and interpersonal skills
- Secret Clearance or the ability to obtain/maintain such clearance
- Preferred:
- Experience supporting Foreign Military Sales (FMS).
- Experience with a NAVSEA Program Office.
- Experience with NAVSEA Ship Construction.
- Experience with NAVSEA Enterprise Planning System (NEPS)
- Experience Task Planning Sheets (TPSs)
- Experience with Government Furnished Equipment (GFE)
- Experience using:
- Defense Security Assistance Management System (DSAMS)
- Security Cooperation Information Portal (SCIP)
- Defense Integrated Financial System (DIFS)
- Management Information System for International Logistics (MISIL)
Education
Bachelor's degree required, preferably in math, engineering, business, or the sciences.
