Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 3, (PM3 / Portfolio Lead), to support the growing Electronic Warfare & Targeting (EWT) Business Unit (BU). Within the EWT BU, this position will report into the Production Programs organization within the Electronic Warfare Systems (EWS) Operating Unit. The position will require onsite support at Rolling Meadows, IL.
What You'll Get To Do:
The primary responsibility of this Program Manager position will be the execution of an EWS production contract and associated follow-on proposal efforts associated with the assigned products. The individual will lead a cross-functional organization aligned to common program performance goals including technical requirements, cost performance, schedule performance, and customer satisfaction.
In addition to program execution, this role serves as a portfolio lead with direct reports, responsible for managing and developing a team of Program Managers and program staff. The selected individual will provide strategic direction, ensure portfolio alignment with business objectives, and foster employee growth through mentorship, coaching, and performance management. Primary Level Salary Range: $178,500.00 - $267,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Adherence to all internal processes for Program Management
- Leading and directing a cross-functional Integrated Product Team (IPT)
- Serving as a Portfolio Lead overseeing multiple production programs and guiding direct-report Program Managers
- Employee management responsibilities, including performance evaluations, career development, and mentoring
- Completion and tracking of the Contract Requirements Traceability Matrix
- Development and adherence to Integrated Master Schedules (IMS)
- Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools
- Submission of program performance in internal reporting systems (i.e. IPRS)
- Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)
- Government Property (GFE, CFE, etc.) tracking and management
- Development and delivery of presentations to customers, management, and other program stakeholders
- Knowledge and execution of a variety of proposal and contract types (FFP, CPFF)
- Proposal development / capture planning and strategy
- Creation and execution of program Statement of Work
- Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions
- Development of customer relationships and cultivation of customer intimacy
Basic Qualifications:
- Bachelor's Degree and 8years', or Master's Degree and 6 years' experience supporting Department of Defense, Government contracts, or project management in other industries.
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- Experience aligning teams, organizations, or employee resource groups to achieve a common goal.
- Experience applying knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
- Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs.
- Experience identifying and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
- Experience initiating, developing, integrating, executing, directing and controlling program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
- Demonstrated ability to identify customer needs and respond effectively to sales opportunities that support organizational objectives.
- Demonstrated ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
- Demonstrated ability to address program uncertainty through an organized and analytical forward- looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
- Demonstrated ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
- Demonstrated ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
- Demonstrated ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.
- Current/Active DoD Secret security clearance required

- Experience managing manufacturing related activities, preferably defense industry related experience.
- Demonstrated knowledge and experience with RF Electronic Warfare systems and missions.
- Demonstrated ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.
- Demonstrated ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
