Position Summary

NTG is seeking a dynamic and results-oriented Business Development Manager to spearhead our efforts in building strategic relationships with government customers, particularly within the DoD. This role is pivotal in identifying, pursuing, and securing service contracts, with an emphasis on 8(a) opportunities. The ideal candidate will manage the full lifecycle of business development, from opportunity identification to contract award, while fostering awareness of NTG's capabilities and aligning internal teams to develop winning proposals. This position reports to the CIO and offers the opportunity to play a key role in our company's expansion in the government sector.

Essential Duties and Responsibilities
  • Relationship Building and Customer Engagement: Develop and maintain strong relationships with government customers, stakeholders, and decision-makers within the DoD and other federal agencies. Act as a primary point of contact to understand customer needs, pain points, and priorities.
  • Pipeline Management: Identify, qualify, and manage a robust pipeline of opportunities, including tracking targets, forecasting, and reporting on progress using Microsoft Dynamics.
  • Opportunity Identification and Awareness: Proactively uncover upcoming government contract opportunities, with a focus on service contracts for the DoD. Increase NTG's visibility and brand awareness through networking, industry events, webinars, and targeted outreach.
  • Capture Phase Support: Lead or assist in the capture process by developing win themes, strategies, and value propositions. Collaborate with internal teams to gather intelligence on customer requirements and competitive landscapes.
  • Proposal Development Assistance: Work closely with the proposal team to translate customer insights into compelling proposals. Provide guidance on tailoring content to meet solicitation requirements, ensuring alignment with government standards and evaluation criteria.
  • End-to-End Opportunity Management: Oversee opportunities from initial identification through bid submission, negotiation, and award. Ensure compliance with federal acquisition regulations (FAR) and 8(a) program guidelines.
  • 8(a) Opportunity Focus: Leverage NTG's 8(a) status to pursue and win set-aside contracts, including sole-source and competitive 8(a) awards. Stay informed on 8(a) program updates and mentor-protege opportunities.
  • Market Analysis and Strategy: Conduct market research to identify trends, competitors, and emerging needs in DoD service contracts. Contribute to strategic planning for business growth.
  • Collaboration and Reporting: Partner with cross-functional teams (e.g., operations, legal, finance) to ensure seamless execution. Prepare regular reports on BD metrics, such as win rates, pipeline health, and revenue projections.


Minimum Qualifications (knowledge, Skills, and Abilities)

Education:
  • Bachelor's degree in Business, Marketing, Public Administration, or a related field preferred.

Experience:
  • 5+ years of experience in business development, capture management, or sales within the government contracting sector.
  • Proven track record of winning DoD service contracts, including familiarity with 8(a) set-asides and sole-source awards.
  • Experience managing pipelines and using tools like Salesforce, GovWin, or SAM.gov for opportunity tracking.

Knowledge and Skills:
  • Deep understanding of federal procurement processes, including FAR, DFARS, and GSA schedules.
  • Strong knowledge of DoD priorities, mission areas, and contracting vehicles (e.g., IDIQs, GWACs).
  • Excellent communication and presentation skills, with the ability to articulate complex ideas to diverse audiences.
  • Proficiency in proposal development processes, including color team reviews and win theme creation.
  • Ability to travel as needed for customer meetings, industry conferences, and site visits (up to 30%).

Other: Must be a U.S. citizen eligible for security clearance (Secret or higher preferred). Strong ethical standards and ability to work in a fast-paced, entrepreneurial environment.

Preferred Skills
  • Experience with 8(a) program navigation, including mentor-protege arrangements or joint ventures.
  • Familiarity with tools like Deltek GovWin IQ, Bloomberg Government, or FedConnect for market intelligence.
  • Background in service-based industries relevant to DoD, such as IT services, logistics, engineering, or consulting.
  • Demonstrated success in securing multi-million-dollar contracts.
