Facilitates/executes Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) development and maintenance with stakeholders on PEO CS&CSS programs.
Identifies Program Events, Significant Accomplishments, and Accomplishment Criteria to construct and maintain PEO CS&CSS program IMPs.
Identifies activities, associated interdependencies, durations, and resource requirements (e.g. hours, material) to construct and maintain PEO CS&CSS program level IMS.
Supports and mentors PEO CS&CSS associates in the development and maintenance of program IMP and provide briefings on specific IMS/IMP techniques.
Facilitate/incorporate the Integrated Master Schedule by incorporating status updates from all PEO CS&CSS program IMS stakeholders to determine current program status and to forecast future schedule performance in accordance with PEO CS&CSS process.
Facilitate analyses of PEO CS&CSS program level IMS actual progress against planned progress and develop reports for various levels of leadership at various meetings using Standard schedule analysis methodologies (e.g. critical path analysis, variance analysis, Schedule Risk Assessment (SRA), Monte Carlo etc.). Deliver a monthly summary of this work output.
Develop graphical depictions of summary-level IMS data for use in leadership briefings in accordance with PEO process. (Tier 0, Tier 1, etc.)
Analyze the PEO CS&CSS program level IMS actual progress against planned progress and identify: variances and their causes, impacts to the critical path, and schedule risks and document results in accordance with PEO CS&CSS process.
Provide “what if” analysis and potential courses of actions due to program changes or external influence showing impact to critical path.
Identify recommended improvements to the overall IMP/IMS process across the PEO to facilitate process improvement. Participate in process improvement integrated product teams as a normal course of business.
Review the specific programs Prime contractors Integrated Program Management Report (IPMR) to ensure compliance with CDRL requirements and accurate data is being reported by the prime contractors in the specific programs CDRL tracking database and the Defense Cost and Resource Center (DCARC) EV Repository. Collaborate with Earned Value analysts, who will analyze the Prime contractors IPMR EV and cost elements, providing an integrated analysis for cost and schedule performance.
The minimum qualifications for a scheduler are as follows:
• 7 years or more experience in developing integrated master schedules, analyzing critical paths within schedules, developing and presenting schedule metrics, and analyzing and managing schedule data for complex programs exceeding $2,000,000 in value.
• Project Management Institute certification with three years or more experience working with Microsoft Project or other schedule software (i.e. Open Plan, Primavera, Milestones Professional)
• A minimum of 2 years experience preparing Integrated Master Schedules supporting DoD Acquisition Programs, other Federal Agency scheduling efforts, vehicle development, or vehicle system development.
• Bachelors degree from a recognized and accredited university.
