Job Summary

The Program Manager / Technical Lead provides senior-level mentorship to DHS I&A analysts and managers in support of the Analytic Tradecraft Assistance Program (ATAP). This role applies lessons learned from evaluations of analytic production against IC tradecraft standards and adapts best practices to the DHS context. The Program Manager / Technical Lead partners with ATAP leadership and the Analytic Ombudsman to assess performance, identify gaps, and recommend tailored remediation for both analysts and analytic managers. By integrating mentorship with technical expertise, this position ensures analytic rigor, strengthens workforce capability, and sustains alignment with DHS and IC mission priorities.

Primary Responsibilities
• Lead and manage all aspects of program execution in alignment with Government objectives.
• Provide subject matter expertise in analytic tradecraft, ensuring compliance with IC standards.
• Support Government staff with oversight, performance reporting, and key performance metrics.
• Manage program staff, including recruitment, retention, performance evaluations, and professional development.
• Create, manage, and monitor detailed work plans, including assignments, task dependencies, milestones, and schedules.
• Conduct tradecraft reviews and provide evaluations of analytic products.
• Lead program risk assessments, mitigation planning, and corrective action tracking.
• Prepare and deliver required reports and contract deliverables in compliance with performance requirements.
• Coordinate interagency and stakeholder engagement to foster relationships and leverage operationally relevant information.
• Act as a technical lead to mentor analysts, guide conceptualization of analytic products, and ensure tradecraft rigor.
• Maintain awareness of emerging capabilities and technologies relevant to analytic tradecraft and IC mission support.
• Serve as the bridge between technical analytic requirements and management responsibilities, ensuring clear communication across stakeholders.

Position Requirements
• Bachelor's degree and 10+ years of relevant experience in the Intelligence Community (IC); OR Associate's degree and 12+ years; OR Master's degree and 8+ years.
• Relevant all-source analytic training from a recognized IC schoolhouse and/or IC member certification.
• Direct experience as a Team Lead or above within an IC element, including mentoring and conceptualization support to analysts.
• Demonstrated experience applying IC tradecraft standards.
• Familiarity with tradecraft evaluation processes.
• Proven ability to lead teams and manage programs with complex operational, scheduling, and financial requirements.
• Experience working directly with Government staff to set goals and report on performance metrics.
• Skilled in program planning, risk management, and milestone tracking.
• Experience building and sustaining qualified staff aligned to mission priorities.
• Proficiency with Microsoft Office Suite.
• Active TS/SCI clearance.

Desired Qualifications
• Bachelor's degree or higher in International Studies, Economics, Intelligence, Public Policy, American Government, or related field.
• Experience with organizational evaluation, diagnostics, and process improvement within the IC.
• Experience managing analytic tradecraft programs, production, dissemination, and review support.
• Intelligence Community experience (DHS preferred).
• Management experience overseeing multidisciplinary analysis teams in IC organizations.
• Experience addressing economic security issues such as supply chain vulnerabilities, illicit trade, or foreign investment.
• Knowledge of DHS and IC missions and enterprise roles.
• Proven ability to deliver mission performance assessments and provide actionable feedback to senior stakeholders.
• Strong interagency engagement experience, including collaboration with DOJ, DEA, DHS, FBI, and other IC partners.
• Experience working with IC or DHS data systems.
