The Senior Manpower, Personnel and Training (MPT) Specialist will provide program management support to the DDG 1000 Logistics Department in the development, review, and approval of DDG 1000 Manpower, Personnel and Training products.
Job Description:
Generate reports, schedules, recommendations, plans, performance metrics, and briefs as necessary to assist in the management of the DDG 1000 logistics program;
Provide support in Manpower, Personnel and Training (MPT);
Monitor and report on training curriculum development and training software development;
Coordinate with Navy detailers, OPNAV and NAVMAC personnel, to develop and implement a feasible and cost-effective crew detailing and crew rotation strategy;
Develop and ensure that DDG 1000 MPT plans are kept current and accurate in the Navy Training Systems Plan (NTSP) and Crew Scheduling and Phasing Plan (CSPP)
Facilitate execution of the DDG 1000 MPT strategy by supporting working group meetings and interacting with various Government and industry organizations;
Schedule meetings, obtain meeting space, and coordinate Fleet participation for DDG 1000 events that require Fleet input;
Stay current with emerging Fleet initiatives and provide recommendations on the means to integrate these initiatives into the DDG 1000 strategy to the maximum extent possible.
Provide logistics-related support and or direction to other employees and subordinates as applicable;
Other program duties as assigned.
Employment Status:
Full-time (40 hours per week). Salaried/Exempt.
Qualifications, Knowledge, Skills and Abilities:
Bachelor's Degree or higher; Master's Degree preferred.
15 years' experience with specific experience in the following: 5 years of supervisory experience in analyses, information Systems, and implementation of ACAT1 acquisition project; 5 or more years of experience in Navy Acquisition logistics strategy, process development, implementation, and control;
In-depth knowledge of MPT ship acquisition program office reporting requirements;
Navy Instructor NEC 805A (9502 legacy): Master Training Specialist qualified;
Ability to work independently, supervise others as required; and manage, monitor, and integrate projects;
Excellent computer skills, expert in Microsoft Office Suite software;
Excellent written and oral communication skills;
Ability to use effective and tactful communication directly with clients, suppliers, Active Duty and Government Service employees, other company employees and program team members;
Ability to learn and establish a working knowledge of military terminology;
Ability to read, interpret, organize, and synthesize source material into well-written, concise briefs/information;
Demonstrated leadership and process management expertise;
Technical proficiency with Navy contracting and procurement processes;
Secret level security clearance required. Must be eligible to maintain access to military installations.
Work Environment and Travel:
Ability to lift items and/or equipment up to 50 lbs. on limited occasions.
Travel up to 10% anticipated.
