Duties

  • Provides subject matter, test expertise and guidance to OSD, Joint Services, DoD, AF, AFMC, AFTC, and 96 TW leadership for issues concerning test concepts, test plans, test capability, modeling and simulation, funding resources, policy and guidance, and various other test related issues for guns and ammunition test programs.
  • Conducts test and evaluations to ensure systems under test are evaluated operationally in terms of effectiveness, suitability, and mission capability. Ensures test teams comply with AFTC, AF, and DoD guidance and with Public Law.
  • Attends, executes, chairs test events, test planning meetings, safety review boards, program management reviews, and any other meetings necessary to plan and execute guns and ammunition tests.
  • Directs the solution of a wide variety of test resource problems encountered when developing and conducting executable test plans in support of 780 TS test programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NJ-03), or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. Examples of creditable specialized experience includes analyzing and evaluating issues and developing recommendations to resolve effectiveness and suitability disconnects in test programs. Performs, evaluates, and coordinates work which involves interrelated aspects of design, operation, and performance of weapon systems in operational use. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of analysis disciplines, concepts, principles, and practices involving such aspects as fire control electronics, hydraulics, or mechanical systems.
2. Knowledge of a broad range of test and evaluation disciplines, concepts, principles, and practices. Expert knowledge of test and evaluation organization and structure, concepts, principles, practices, and applicable codes, regulations, policy, and issues.
3. Knowledge of organizational concepts, principles and program management. Ability to research, analyze, and interpret high level guidance and regulations of general nature and determine their applicability and impact to the organization and its operations.
4. Knowledge of data instrumentation, computer software and hardware and analytical methods as they relate to the testing of guns, ammunition, related systems, and subsystems. Knowledge of procedures and options to obtain training for the test team members to learn new systems that are involved in tests.
5. Knowledge of the acquisition system, including the operational requirements development process, the role of test and evaluation, and the impact of development initiatives.
6. Skill in oral and written communication sufficient to present sensitive information, recommendations; explain the requirements of the organization and disseminate information for presentation.

Ideal Candidate
The engineering technician, Guns and Missiles Test Flight, 780th Test Squadron (TS), 96th Operations Group (OG), 96th Test Wing (TW), serves as the subject matter expert for guns, ammunition, surface/helicopter launched missiles test programs, planning, executing, and reporting on comprehensive test and evaluation to ensure systems meet effectiveness, suitability, and mission capability requirements. This position provides expert guidance to OSD, Joint Services, DoD, AF, AFMC, AFTC, and 96 TW leadership on test concepts, plans, and resources, resolving cost, schedule, and execution issues while ensuring compliance with regulations. The engineering technician develops and refines test procedures, reviews data, and represents the organization at meetings and reviews, coordinating with stakeholders across the DoD and advocating for sound test methodologies, ultimately contributing to the delivery of war-winning capabilities through rigorous testing and evaluation of state-of-the-art weapon systems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
