Development (Project) Manager – HUD (ServiceNow System Administrator)

Position Overview:
Agile Business Concepts LLC is seeking a Development (Project) Manager with expertise as a ServiceNow Certified System Administrator to support the Department of Housing and Urban Development (HUD). The selected candidate will provide subject matter expertise and mastery of ServiceNow system administration, managing configuration, implementation, and ongoing maintenance of ServiceNow platforms across HUD environments. This position requires strong technical leadership, extensive IT systems development experience, and alignment with the GSA Applications/Systems Analyst, Senior labor category.
Key Responsibilities:
Serve as the ServiceNow subject matter expert (SME) for HUD programs, ensuring effective system administration, configuration, and upgrades.
Provide full lifecycle ServiceNow system support including requirements translation, design, configuration, implementation, testing, deployment, and sustainment.
Lead analysis, design, and integration efforts across HUD IT systems, including Commercial Off-the-Shelf (COTS) and custom-developed applications.
Apply structured analysis and design methodologies to convert business needs into system requirements and technical solutions.
Evaluate project cost, risk, and performance factors to support effective planning and resource allocation.
Develop and maintain governance procedures for ServiceNow platforms ensuring compliance with HUD IT standards and Federal regulations.
Provide technical direction and oversight to project teams, ensuring alignment with mission objectives.
Partner with stakeholders, end users, and HUD leadership to deliver efficient and scalable ServiceNow solutions.
Generate documentation, training, and knowledge transfer to ensure long-term sustainability of HUD’s ServiceNow systems.
Minimum Qualifications (per GSA Applications/Systems Analyst, Senior labor category)
Education: Bachelor’s degree in Computer Science, Engineering, Information Systems, or related discipline.
Experience: Minimum of 8+ years of progressive IT experience, including systems analysis, design, and integration.
Certification: Active ServiceNow Certified System Administrator credential – required at the time of assignment.
Clearance: Must hold or be eligible for MBI / Public Trust clearance (HUD requirement).
Strong experience with:
ServiceNow system configuration and administration
Analysis, design, and integration of COTS and custom applications
Structured analysis and design methodologies
Risk assessment and cost evaluation for IT projects
