Duties

DUTY 1: Serves as an installation Sexual Assault/Sexual Harassment Victim Advocate. Provides a wide range of essential support and advocacy services, liaison services, and care to victims of sexual assault/sexual harassment in accordance with generally accepted procedures and techniques.

DUTY 2: Maintains support and follow-up contact with sexual assault/sexual harassment victims throughout the lifecycle of the case.

DUTY 3: Assists the installation SARC in the development and delivery of comprehensive sexual assault/sexual harassment training.

DUTY 4: Represents the SAPR installation program both military and civilian agencies.Liaison with local victim support agencies in order to gain support and cooperation in achieving support for victims of sexual assault/sexual harassment

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0101 series and Group Standard for Professional & Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes Examples of specialized experience includes 1:) Applying knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. 2) Using a knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence. 3) Providing knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment. 4) Applying knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training.

EDUCATION:
Successfully completed a least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of a Sexual Assault/Sexual Harassment Prevention and Response Specialist. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION:

Have four years of appropriate experience that demonstrates that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Your resume must clearly describe this experience.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment.
  • Knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence.
  • Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment.
  • Knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training.
  • Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance.
  • Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems.
  • OTHER SIGNIFICANT FACTS:

    Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.     1. Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status.
    2. Employee will be required to travel on military and commercial aircraft for TDYs or conferences relevant to sexual assault/sexual harassment.
    3. This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
    4. This position has been identified as a position of public trust IAW DOD policy. Minimum of a Tier 3 background investigation must be conducted every 5 years IAW the OPM requirement.
    5. Must obtain and maintain DoD Sexual Assault Advocate Certification and recertification from the National Organization of Victim Assistance (NOVA), as specified in DoD and AF policy.
    6. The work requires the employee to drive a POV/GOV. An appropriate, valid driver's license is required for this position.
    7. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    8. This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
    9. Must be able to obtain and maintain a Secret Clearance.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
